About this file
This document is an exhibit containing specification requirements for a competitive solicitation issued by the Washington State Department of Enterprise Services for the procurement of prefabricated and modular bridges. The solicitation is available for use by Washington state agencies and political subdivisions, including those in Oregon. The bridges must conform to AASHTO LRFD design specifications and include specific technical requirements for structural steel, concrete, and other components. Bidders must mark compliance or provide written responses for each specification, and failure to do so may result in disqualification. The resulting contract will be for an unspecified term with the potential for renewal.
The solicitation covers bridge projects for numerous counties, cities, and census-designated places across the state of Washington. Pricing terms, set-asides, and funding details are not provided. However, the document indicates the bridges procured under this contract may be used for both vehicular and pedestrian/trail applications.

EXHIBIT B-1 – SPECIFICATIONS
PASS/FAIL
Competitive Solicitation:
23723 – Prefabricated and Modular Bridges
Bidder’s Business Name:
_________________________________
Type/print full legal name of bidder company
Instructions:
1. Add bidder business name above and follow the instructions below. Please note: Not following any of the instructions might result in the bid being considered non-responsive.
2. Bidder Compliance. Review the below specifications and mark ‘Yes/No’ if your products meet that specification in the Bidder Compliance column. Bidders must mark a response for each specification. If any specification does not have a response in the Bidder Compliance column, the bidder may be considered non-responsive.
3. Written Response. If a bidder can offer an equivalent alternative solution to what a certain specification states, or a bidder can only partially meet the stated specification, the bidder must provide a written response that addresses how bidder meets that specification in the Written Response column. If any column is not applicable to bidder then bidder must mark ‘No’ and indicate that the requirement is not applicable in their written response.
4. Assessment. The bidder must meet each of these specifications. If a bidder selects ‘No’ for any of these specifications, or their proposed alternative or partial solution (if applicable) is determined to be insufficient, the bidder may be disqualified from further consideration.
5. Supporting Information. Enterprise Services may request additional information or references to help verify the information provided by the bidder in this exhibit. A bidder’s failure to provide requested information to Enterprise Services within five (5) business days may result in disqualification.
6. Bidder’s Commitments. Please note the bidder’s responses will be added to the resulting contract, so bidders are cautioned to indicate commitments that they can meet throughout the term of the contract. If a contractor is not able to honor these commitments throughout the contract term, they may be subject to early contract termination that could impact their ability to work with the State in the future. Please see Exhibit D – Contract.
7. Submit the exhibit as a Microsoft Word document and without modifying the formatting. If you need to print out this document for any reason, please note this document is size Legal 8.5” x 14”.

DESIGN REQUIREMENTS
1.
Vehicular Bridges are designed in accordance with AASHTO LRFD Bridge Design Specifications and all subsequent interim Specifications, current at the time of fabrication.
Design details not covered by the AASHTO Specifications are in accordance with normally accepted structural design standards.
Design Calculations must clearly state the design assumptions, criteria, and methodology for elements of design.
Pass/Fail
☐ Yes
☐ No
2.
Trail Bridges will require additional instruction from the Purchaser, but in general will conform to requirements AASHTO LFRD Guide Specifications for the Design of Pedestrian Bridges, 2009 (including 2015 interim revisions) & LRFD Bridge Design Specifications, 9th edition, AASHTO 2020.
Pass/Fail
☐ Yes
3.
Trail bridge load requirements must meet the minimum requirements:
· Pedestrian/Live load: 90 PSF
· Snow load: 125 PSF
· Wind load: 100 PSF
· Seismic load: Seismic Loading per AASHTO’s Seismic Loading LRFD Bridge Design Sections or as otherwise required by the Purchaser/reviewing jurisdiction/agencies.
| · Equestrian load: The equestrian load is a live load and intended to ensure adequate punching shear capacity of pedestrian bridge decks where horses are expected. The loading was derived from hoof pressure measurements reported in Roland et. al. (2005). The worst loading occurs during a canter where the loading on one hoof approaches 100% of the total weight of the horse. The total factored load of 1.75 kips is approximately | the maximum credible weight of a draft horse. This loading is expected to control only deck design. (per WSDOT pedestrian design standards) |
| Pass/Fail | |
