About this file

This document is a Questions and Answers file for a Department of Homeland Security (DHS) mechanical retrofit project (Solicitation 26-444DHS-MENTH-B-49254) involving cooler and freezer equipment replacement. The project requires retrofitting multiple coolers (specifically Coolers 3-7) with new mechanical systems, including compressor packs, evaporators, and thermostats, with a mandatory completion date of 6/30/26. A pre-submission conference was held to address vendor inquiries, covering technical specifications such as refrigerant requirements (404 or 428), single-point electrical connections, and concrete pad extensions. The project involves providing temporary 52-foot refrigerator and freezer trucks during installation, with the existing freezer remaining operational throughout the project.

Key project logistics include vendor responsibilities for fuel supply for trailers, employee background checks, and maintaining continuous cold storage capabilities. The facility will provide supporting documentation like blueprint images and a 55-gallon transfer tank. Specific technical requirements include installing mechanical thermostats, using existing or creating new pipe penetrations, accommodating four 30-minute defrost cycles per 24-hour period, and ensuring equipment meets or exceeds Cold Zone specifications. The awarded vendor must submit a comprehensive employee list for site access, and all submitted projects will undergo a responsiveness review against the minimum specifications outlined in Section 1.2 of the solicitation documents.
