Request for Proposal S-10000-0000xxxx Title Q&A Request for Proposal S-10000-00005750 Questions and Answers August 17, 2023

Question:(Current Program Barriers) Has there been an assessment done of existing barriers to recruitment and retention? If so, what were the identified barriers?
Answer:The concerns and barriers identified in the last Foster Plus Annual Report are:

● Concern: Ongoing instability in the workforce

○ Plan to address: Continued advocacy for structural and policy change which allows providers to pay living wages for all staff.

● Concern: Ongoing challenges with foster parent recruitment.

○ Plan to address: Continued efforts to streamline and standardize onboarding across Foster Plus; working with Sproutbox to continue nuanced and targeted messaging to diverse segments of the market.

● Concern: Chronic underfunding

○ This reporting period saw the closure of Morrison’s foster care program, after several decades of operation, because of projected shortages. Foster Plus will continue to provide funders with true and accurate costs for operations and sustainability with the hope of continued survival, and hopefully one day, thriving of our child serving system.

Question:(Expenditure monitoring) Section 2.4.1 PM (pages 6-7) reads, “will be responsible for the Foster Plus Program organization, coordination, strategic planning, expenditures, and reporting for all participant Proctor agencies (Participants) and Child Welfare.” Will the vendor be responsible for management or monitoring of expenditures?
Answer:Yes, there will be some amount of management and/or monitoring of expenditures.
