About this file
This document is a pre-application conference presentation for a Request for Proposals (RFP) issued by the Oregon Department of Human Services (ODHS) Child Welfare Division for a Coordinating Entity for the Foster Plus program. The Foster Plus program is a collaboration of Behavior Rehabilitation Services (BRS) proctor care agencies. The Coordinating Entity will be responsible for the organization, coordination, strategic planning, expenditures, and reporting for the Foster Plus program. The key objectives are to increase the number of certified proctor homes in Oregon, increase the retention of certified proctor homes, and increase the utilization of certified proctor homes. The initial contract term is approximately 27 months.
The RFP outlines the evaluation criteria for proposals, which includes project management experience, governing structure, interpretation and application of rules and statutes, coordinating multiple entities with different priorities, and key personnel. Proposers must submit a detailed budget proposal outlining costs for personnel, travel, supplies, and other expenses. The total possible score for proposals is 150 points. The contract will be awarded to the successful proposer based on the evaluation criteria.

Sharon- announcements
Background and Context In 2017, participating Behavior Rehabilitation Services (BRS) proctor care agencies voluntarily collaborated through ODHS grant funding under a campaign/brand called Foster Plus.
Foster Plus was selected as branding name to emphasize experience/expertise a BRS proctor parent must possess while highlighting extra support a proctor parent receives.
Goals in 2017:
Educate and raise awareness around proctor foster care and differentiate it from resource care.
Encourage potential proctor parents to see this as possibility.
Inspire potential proctor parents to take the next steps.
Presenter: Tx Services
Background and Context cont.
An MOU was established in 2019 for how participating BRS proctor agencies would make decisions, meet and hold membership.
Current grant in place to support and fund Foster + collaboration of 11 BRS proctor agencies through 2/28/2024 Moving from grant funding into contract.
Initial contract approximately 27 months in length.
Purpose (2023) Establish an ongoing Coordinating Entity for Foster Plus.
Continue to focus collaboration on:
Increasing the amount of Certified Proctor Homes in Oregon willing and able to serve children with complex needs that are best met in a familial setting.
Increasing the retention of Certified Proctor Homes in Oregon.
Increasing utilization within certified Proctor Homes.
Continuing the development of a space that facilitates knowledge sharing, best practices, and resource sharing.

Scope
Project Management Successful proposer is responsible for Foster Plus organization, coordination, strategic planning, expenditures, and reporting.
Create a governing structure.
Expectations Year 1- establish a baseline of leads Increase the rate of inquiries by 5%.
Increase rate of conversion to certification by 8% by the end of the initial contract term.
Support increase in retention and utilization of current proctor homes.
Homes that have not accepted a child by six months after certification will not count towards total initial targeted growth. If these homes accept a child in the following six months (within one year of certification) they can be counted toward total growth in the following reporting period. Respite homes, while valuable to the children’s continuum and a critical retention strategy, do not count towards targeted growth metrics.

1. Project management- additional info: proposer should demonstrate in materials: necessary project management skills; capability of understanding complex policy relating to youth in need of treatment and in Child Welfare care and custody; capability to orient themselves around the ongoing work of the associated group; and ability to lead with an equity framework understanding the existing disproportionality of children and young adults of color in Child Welfare custody. Particular focus on how equity focused standards can combat placement related decision and discharges.
(definition of leads to be clearly established).
Scope Continued
Responsible to:
Hold regular Foster Plus meetings Maintain current marketing material Submit quarterly reports Oversee and disburse the budget for all necessary costs associated with outcomes and services described in RFP Coordinate any efforts, the collaborative and the state agree to, that will increase the skill set and efficiency of the Proctor Care model as a whole May 31, 2023
Additional info on overseeing/disbursing budget- under current state, (grant structure) the agency administering receives funding to disperse to participants to support additional branding/recruitment/retention efforts. This structure will be changing under the future contract due to legal differences in requirements between grants/contracts. (change would require additional approvals, specific account type and the coordinating agency to use its own funds then be reimbursed). Instead, the coordinating agency will be expected to work with the collaborative agencies to prioritize and make recommendations for local funding needs and Tx Svs will contract directly with each participating agency to review/approve and provide funding.
