About this file

The document is a Questions and Answers addendum for the Illinois Department of Agriculture's Bureau of Springfield Building and Grounds procurement of a mini excavator, specifically addressing technical specifications for the Cat 303.5 CR Mini Excavator. The procurement is for St. Clair County, with a bid due date of May 14, 2025, and an initial contract term running through August 25, 2025, with a maximum total contract term not exceeding ten years. The solicitation seeks a mini excavator with specific requirements, including air conditioning, LED lighting, vinyl seat under a canopy, steel tracks, and particular hydraulic system specifications.

The procurement has an estimated value of $49,000, identified by BidBuy BID Number 47708 and NIGP Code 760-90. A Small Business Set-Aside Program Waiver was approved after no small business vendors submitted offers, allowing the procurement to proceed outside standard guidelines. The contract requires vendors to provide comprehensive manufacturer specifications for alternative excavators, ensure all products are new and not refurbished, and offer a minimum one-year warranty on non-consumable parts. Key requirements include handling all shipping and insurance costs, maintaining parts and service availability within Illinois, and complying with prevailing wage laws and anti-discrimination provisions. No subcontractors are permitted, and the Illinois Department of Agriculture will be responsible for payment.
