About this file
This is a Questions and Answers document related to a fuel tank repair project issued by the Commonwealth of Pennsylvania Department of Transportation for work in Potter County. The document addresses bidder inquiries regarding a 15,000-gallon above-ground diesel fuel tank located at 7 W Locust Street, Coudersport, Pennsylvania. Key specifications clarified include external tank dimensions of 10 feet 6 inches round by 26 feet 8 inches long, with a 13-inch manway opening located at the top center. The scope of work requires cleaning and removing residual liquid and sludge, sandblasting the interior to manufacturer specifications, applying a Bar Rust 236 coating at 5-6 mil finish, performing quality checks and repairs, and reinstalling the manway. The document confirms that sandblasting is the required cleaning method and cannot be substituted with alternative approaches. Tank drawings were unavailable at the time of this response, though personnel were continuing search efforts. An optional site inspection is available by contacting Brittany Ianson or Andi Fourness at 814-274-9181 during Monday-Friday business hours, 7:00 a.m. to 2:00 p.m. Questions were due October 21, 2026 at 1:00 p.m. EST, with bids due October 23, 2026 at 11:00 a.m. EST via the PA Supplier Portal.
All work must be completed by June 30, 2027, with contractors required to comply with prevailing wage rates and file weekly payroll certifications. The contractor must obtain all required permits, inspections, and environmental sampling and testing, and must employ a Pennsylvania-certified Technical Level person on-site for the entire operation as required by the State Department of Environmental Protection. A minimum one-year limited warranty on work performed and parts installed is required. Insurance requirements mandate Worker's Compensation and Public Liability and Property Damage Insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence, naming the Commonwealth as additional insured. The contract will be awarded to the lowest responsive and responsible bidder. Bidders must register in the Commonwealth's Vendor Master file and submit electronically completed documentation including the IFB, BOP-2201 Worker Protection and Investment Certification Form, Certificate of Insurance, Domestic Workforce Utilization Form, Trade Secrets/Confidential Proprietary Information Notice Form, and GSPUR-89 Reciprocal Limitations Form. Pennsylvania resident bidders may claim preference status under the Reciprocal Limitations Act with appropriate documentation of bona fide business establishment.
