The solicitation addresses repairs to a 15,000-gallon above-ground diesel fuel tank located at 7 W Locust Street, Coudersport, Pennsylvania, with work including cleaning and removing residual liquid and sludge, sandblasting the interior, applying a Bar Rust 236 coating, performing quality checks and repairs, and reinstalling the manway. This addendum clarifies that the current residual liquid and sludge in the tank measures approximately 115 gallons according to the Veeder-Root System. The contract is a prevailing wage project requiring all contractors and subcontractors to comply with established prevailing wage rates and file weekly payroll certifications. A Pennsylvania-certified Technical Level person must be employed on-site for the entire operation as required by the State Department of Environmental Protection. The contractor must obtain all required permits, inspections, and environmental sampling and testing. Insurance requirements mandate Worker's Compensation and Public Liability and Property Damage Insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence, naming the Commonwealth as additional insured. The contract will be awarded to the lowest responsive and responsible bidder.
