About this file

This document is related to a state and local contract opportunity for concessions and beer dispensing services at the DuQuoin State Fair, agency-hosted events, and non-fair events in the state of Illinois. The contract requires vendors to submit pricing as a percentage of gross receipts, with the award going to the highest percentage bid. The unit of measure is the percentage, not a dollar amount. Vendors must register in the BidBuy system to view the actual bid posting, as the Facebook link only takes them to a public posting. The contract is for a one-year term.

The pricing should be submitted as a percentage of gross receipts, not as a dollar unit price. The total cost is simply for evaluation purposes, and the award will be based on the highest percentage bid. There is no incumbent information provided, and the funding requirements and sources are not specified.

Question:

How do we correctly input the percentage? The unit price and or the decimal percentage? As a test I put $5 as the unit price and 10% which came up as $4.50 instead of $.50.

Answer:

Vendor shall submit pricing on BidBuy Line Items. The Unit of Measure that the Vendor shall submit in BidBuy is the percentage of gross receipts that the Vendor will pay to DuQuoin State Fair for the one year contract. BidBuy will show the line item Net Unit Cost and Total Cost in dollars but the actual Unit of Measurement is percentage. The award is based off the highest percentage.

Line 2 and 6 – enter the highest percentage willing to bid. The total is not relevant, it is simply for evaluation purposes.

Question:

The link on Facebook goes to a page different from the initial item page. Is this updated?

Answer:

The link posted on Facebook is not a different contract. The Facebook link takes all vendors to the public posting. If vendors want to bid, they must register in Bidbuy and then they will be able to see the actual bid posting.
