About this file
This is a Quarterly Checklist document for the City of Hayward's Route 238 Landscape Maintenance contract (RFQ #26-005), detailing required maintenance tasks and reporting procedures. The checklist covers approximately 767,103 square feet of landscape areas including Route 238/Mission Boulevard, Linear Park, Jackson Corridor, and Entry Monuments, with maintenance activities performed quarterly in March, June, September, and December. Required services include trash and debris removal, shrub trimming (maintaining 6'6" clearance on pathways and 13' on roadways), tree and vegetation inspection, turf mowing and edging, weed removal, irrigation system review and testing, mulch application, fertilizer application (biannually in March and September), pesticide application with monthly reporting, fencing and masonry monitoring, and graffiti reporting. The mandatory on-site meeting was scheduled for August 27, 2025, at 10:00 AM, with prospective bidders required to submit questions by September 3, 2025, and final proposals due September 19, 2025, at 3:00 PM through the OpenGov Procurement portal.
All completed quarterly maintenance checklists must be emailed to MSDLandscape@hayward-ca.gov with documented notes on work performed, including fertilizer quantities and areas treated, irrigation modifications, pesticide application records, and any identified landscape problems such as disease, pest infestation, or soil compaction. Contractors must hold a valid California C-27 contractor's license, Bay-Friendly Maintenance Professional certification, chemical applicator and irrigation certifications, and possess a certified arborist. The evaluation process assesses proposals based on quality and thoroughness (10%), experience and past performance (33%), cost and budget proposal (33%), and other considerations (24%). Comprehensive insurance documentation is required, including commercial general liability, automobile liability, workers' compensation, and professional liability coverage. The City reserves the right to reject any or all proposals and select a contractor at its sole discretion.
