CORRECTION TO SPECIAL NOTICE OF RFP AMENDMENT # 11
5 AUGUST 2016
The following SNA #11, NOTICE 6 is amended to correct the previous day’s FBO posted Alliant 2 Unrestricted SNA #11 4AUG2016
The entire NOTICE 6 from SNA #11 4AUG2016 is deleted below and replaced as presented immediately beneath the deleted text:
DELETED
NOTICE 6: Section L.5.2.1 Relevant Experience Projects is amended to delete two phrases, “a Single Award” and “Single Award,” and also to add one phrase “are well defined, for a specific purpose(s)” within the same sentence; Additionally, the section is amended to add one new sentence, “If a collection of task orders is used as a single project under an Indefinite Delivery task order contract or a BPA, the collection must be all of the task orders awarded under that contract or BPA. The Project cannot be unbundled and individual task orders used to satisfy other Relevant Experience Projects (PSC or LET).” Changes are presented in red text in the paragraph below:
A Relevant Experience “project” is defined as (1) a single contract; (2) a single task order awarded under a Multiple Award contract (as defined below); (3) a single task order awarded under a master Single-Award Indefinite Delivery task order contract (Definite Quantity, Requirements, or Indefinite Quantity) contract (FAR 16.5); (4) a single task order placed under a Federal Supply Schedule contract (FAR 8.405-2); or (5) a single task order placed under a master Blanket Purchase Agreement (BPA)(FAR 8.405-3). When a Single-Award an Indefinite Delivery task order contract or a Single Award BPA’s requirements are well defined, for a specific purpose(s), and task orders are issued on a recurring basis, a collection of task orders placed under it may be combined and submitted as a single project. If a collection of task orders is used as a single project under an Indefinite Delivery task order contract or a BPA, the collection must be all of the task orders awarded under that contract or BPA. The Project cannot be unbundled and individual task orders used to satisfy other Relevant Experience Projects (PSC or LET).
REPLACED
NOTICE 6: Section L.5.2.1 Relevant Experience Projects is amended to add one phrase “is well defined, for a specific purpose.” Additionally, the section is amended to add one new sentence, “If a “collection of task orders” is used as a single project under a Single-Award Indefinite Delivery task order contract or a Single-Award BPA, the “collection of task orders” cannot be unbundled using any of those individual task orders to satisfy other Relevant Experience Projects (PSC or LET), with the exception of one Cost-reimbursement project, see L.5.2.2.4. In no other case can a task order be used more than once if ever used in a “collection of task orders.”
