About this file

This is Amendment 002 to Solicitation 36C78626Q50152, issued by the Department of Veterans Affairs National Cemetery Administration on May 4, 2026, extending the offer receipt deadline to May 4, 2026 at 12:00 PM EST. The amendment provides clarifications and answers to contractor questions regarding the grounds maintenance contract for Crown Hill National Cemetery, an indefinite delivery indefinite quantity (IDIQ) contract requiring comprehensive cemetery maintenance services across three locations totaling 14.2 acres.

Key service clarifications include: a Certified Arborist site manager is required only during tree work operations (minimum eight hours daily when tree work is performed); water will be available at the Columbarium Annex but not the historical section for headstone cleaning; snow removal is triggered at one inch of accumulation with the Contracting Officer's Representative (COR) having discretion to initiate cycles at lesser amounts, with an estimated baseline of 24 snow events for pricing purposes; ice melt applications (CLIN 0038) are mutually exclusive from snow removal (CLIN 0032) and can be required independently for freezing rain or refreeze conditions; mowing (CLIN 0006), trimming (CLIN 0007), aeration, and overseeding (CLINs 0014-0015) apply to all three locations, not individual sections; the contractor must obtain explicit COR authorization and available task order quantities prior to performing and invoicing for each snow or ice event; and all known deficiencies will be reviewed at contract start with outstanding issues addressed through issued task orders to maintain SOW compliance.

CONTINUATION PAGE

· A.1.34 Pruning/Trimming Standards (Optional): For this and the following two requirements, the following guidelines must apply: A "Certified Arborist" shall serve as the "site manager" for this contract and will be provided by the Contractor for not less than eight (8) hours a day

· Confirming this is in regard to when Tree work is being performed, as this conflicts with the B.9 ROLES & RESPONSIBILITIES OF KEY PERSONNEL requirements of Site Manager Certified arborist is only required when tree work is being performed

· A.1.34 Pruning/Trimming Standards: Is there a maximum diameter/size limitation on branches' max size?

No, this work is paid by trimming the tree, not a single branch.

· A.1.26-27 Irrigation System: Will the irrigation system be working to manufacture optimal spec performance at time of new awarded contractor's start?

Yes

· For Headstone cleaning, confirming: Can the government confirm/guarantee water access for cleaning of stones? Either via quick connect/spickets, and/or at very least water access if a trailer is needed in lieu of section water access?

Water will be available at the Columbarium Annex not the historical section.

· Will all aspects of the cemetery in line with these SOW requirements be within specs at time of new awarded contractor's start?

As an active and ever-growing cemetery, there are many living elements such as trees, shrubs, plantings, and turf areas that require ongoing maintenance and care. While every effort is made to maintain the cemetery in accordance with the SOW requirements, the dynamic nature of the site means that areas may require continual upkeep or remediation.

At the time of the new contractor’s start, all known deficiencies will be reviewed and coordinated with the Contracting Officer’s Representative (COR) and the cemetery team. Any outstanding or new deficiencies identified will be addressed through issued task orders in coordination with the COR, to ensure compliance with specifications and to maintain the standards expected of the cemetery.

· B.2 OPERATIONS AND STORAGE AREAS - If no location is provided by the government, may contractor employees use Cemetery Restrooms instead?

Public restrooms are available for contracted staff use while cemetery is open for operations. No storage area will be provided.

· A.1.32 Snow Removal and ice melt applications: "COR has discretion on when to begin a full cycle." How many max inches are considered a "full cycle?

1” of snow or ice is considered the standard for starting the full cycle for clearing of accumulation. COR has discretion to initiate a full cycle if less accumulation is present.

· What constitutes "in between" cycles? If intensive accumulation, and contractor removes all snow on a Friday, then it snows again and triggers the 1" initiation again on Sunday, is that 2 full cycles?

Yes, if all work was completed to acceptable standards on Friday, that would constitute 2 full cycles.

· Is a cycle that is, for example, total 2" accumulation, vs 20" accumulation, considered the same for performance/billing purposes?

Yes, that would be the same for billing and performance purposes.

· CLIN 0032 and 0037 include ice melt applications each, difference/reason?

CLIN 0032 is for first accumulation and treatment of the cemetery CLIN 0038 is for ice only conditions to include melt/refreezing treatments

· For intense storms with a lot of accumulation, is there designated areas to plow to?

COR will direct where to place snow piles.

· Snow Event Quantities (Estimated 24 Events) The solicitation appears to assume a baseline number of snow events (e.g., 24 events) for pricing purposes. Please clarify:

If actual snow events exceed the estimated quantity, will additional events be issued and funded through task orders under the IDIQ?

The solicitation specifies an estimated quantity of 24 snow events, which is based on previous years’ snowfall data in the Indianapolis area. The contract will not authorize payment for events exceeding this estimated quantity. However, in the event of an emergency situation, such occurrences will be addressed on a case-by-case basis as necessary.

· Or is the contractor expected to perform all required snow removal within the awarded pricing regardless of the number of events?

Contractor shall invoice for a each event of service provided in accordance with the contract Snow vs. Ice Trigger Criteria Please clarify the distinction between triggers for:

· Snow Removal (e.g., CLIN associated with plowing/clearing CLIN 0032 is for first accumulation and treatment of the cemetery to include ice melt.

· Ice Melt / Anti-Icing Applications (CLIN 0038) CLIN 0038 is for ice only conditions to include melt/refreezing treatments Specifically:

· Is snow removal triggered strictly at the 1-inch accumulation threshold, while ice melt is condition-based (e.g., hazardous icing conditions and/or forecasted events)? 1” of snow or ice is considered the standard for starting the full cycle for clearing of accumulation. COR has discretion to initiate a full cycle if less accumulation is present.

· Can ice melt be required independently of a snow event (e.g., freezing rain or refreeze conditions)?

Yes CLIN Applicability and Billing (Snow vs. Ice) Please clarify how CLINs are intended to be used and invoiced:

· In a single weather event involving both snow and ice, should the contractor bill both applicable CLINs (e.g., snow removal and ice melt), or only one?

Only 1

· Are these CLINs mutually exclusive, or can they be applied concurrently when conditions warrant?

The CLINs are mutually exclusive.

COR Direction and Authorization

· Will each snow or ice event require explicit COR authorization (task order or direction) prior to performance and invoicing?

Each event will require there to be quantities available on a task order prior to performance and invoicing. Communication with the COR and authorization of the task is required.

· Or is the contractor expected to act upon defined triggers (e.g., accumulation or hazardous conditions) and invoice accordingly?

At COR direction

· Pricing Schedule CLIIN 0006 – Is the mowing for only 2.2 AC or the 14.2 AC of all 3 locations?

All three locations

· Pricing Schedule CLIN 0007 – Is the trimming for just the headstones or the 14.2 AC of all 3 locations?

All three locations

· Pricing Schedule CLIN 0014 and CLIN 0015 – Is the Aeration and overseeding for just the historical section or all 14.2 AC?

All three locations
