About this file
This document is a Questions and Answers (Q&A) file for the Florida National Cemetery Janitorial Services Solicitation (RFQ 36C78625Q50279), providing detailed clarifications for potential contractors. Key details include a daily janitorial porter service requirement from 7:30 AM to 3:30 PM Monday through Friday, with specific weekend and holiday cleaning limited to certain restrooms (PIC, Cortege, and 600's restrooms). The incumbent contractor is Carvell Consulting LLC, with the current contract (36C78622C50032) valued at $539,708.81, and the scope of work remains unchanged. The solicitation covers 11 buildings and requires one daily managerial team member, with site managers conducting weekly visits and being available as needed.
Wage and staffing details reveal contractors must follow U.S. Department of Labor wage determinations, with repeated guidance to adhere to applicable Executive Orders for minimum wage, health and welfare benefits, and sick leave. Cleaning staff will wear uniforms, park near Admin Building 1001, and have access to janitorial closets in each building. Monthly supply consumption is estimated at $3,000, and most buildings require cleaning Monday through Friday, with restroom services on weekends and federal holidays between 9 AM and 4 PM. The training room requires only quarterly cleaning, and the government noted no current service concerns that need immediate rectification.
