About this file

This document is an Addendum to FAR 52.212-1 Instructions to Offerors for a competitive solicitation for Fort Scott National Cemetery Furniture. The Department of Veterans Affairs National Cemetery Administration is seeking a contractor to provide furniture items through a Lowest Price Technically Acceptable (LPTA) procurement method. Key details include a submission deadline of 12 May 2025 at 1:00 PM CST, with proposals to be emailed to Roberto Escobedo at roberto.escobedo@va.gov.

The solicitation requires offerors to submit a complete proposal package that includes: fully priced line items, acknowledged amendments, and detailed product information demonstrating technical acceptability. Evaluation will focus on two technical sub-factors: 1) providing all listed furniture items (or equal) that meet the Statement of Need, and 2) meeting specified delivery and installation timelines. The contract will be awarded to the lowest-priced, technically acceptable offeror, with prices to remain firm for 60 calendar days after the solicitation closing date. The government reserves the right to evaluate past performance and contact references as part of the assessment.

Addendum 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014)

(A) BASIS OF AWARD: This procurement is being conducted pursuant to FAR Part 13 procedures.

The Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose quoted price is found to be reasonable, and whose quote is found to be technically acceptable when considering the non-price evaluation factors described below. Offerors who fail to meet any technical acceptability evaluation factors below will not be eligible to receive contract award.

1) FACTOR- PRICE

2) TECHNICAL FACTORS:

Sub-Factor 1: Contractor must provide all listed items (or equal) and meet all requirements in the Statement of Need. Contractor must provide detailed description of all items being proposed.

Sub-Factor 2: Delivery/Installation.

Contractor must meet the delivery timeline and provide an installation plan/timeline.

(B) EVALUATION PROCESS: Quotes will be evaluated in the following manner. The lowest-priced Quote will be identified. If the quoted price is found to be reasonable, the quote will be evaluated to determine if the quote takes exception with any of the requirements for this procurement specified in the solicitation. If the quote does not take exception with any of the requirements for this procurement, the offeror who submitted this quote will be determined as the “successful offeror.” The Contracting Officer/technical evaluation team will then determine if the successful offeror is technically acceptable using the technical evaluation factors applicable to this procurement. If contract award cannot be made to the successful offeror, the Contracting Officer will evaluate the next lowest-priced proposal following the procedures described above. This process will continue until a contract award can be made, or the Contracting Officer determines that no contract award can be made. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.
