About this file

This document is a Solicitation Amendment for a propane supply contract (Solicitation Number 36C78625Q50215) issued by the Department of Veterans Affairs National Cemetery Administration for the Great Lakes National Cemetery. The solicitation seeks a contractor to provide propane supply and tank installation services for a base year from 08/01/2025 to 07/31/2026, with four additional option years through 07/31/2030. The estimated annual propane usage is 3,000 to 5,000 gallons, and the contractor will be responsible for installing and maintaining their own propane tank, which must be removed at the contract's end.

The evaluation process will focus on price, with award going to the responsible offeror submitting the lowest base year price who also certifies that option year pricing will not exceed a 5% non-compounded annual escalation. Interested offerors must be registered in the System of Award Management (SAM) and, if claiming Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) status, must be certified on the SBA website. Quotes are due by 12:00 PM EST on June 18, 2025, with all questions to be submitted to the contracting officer by June 16, 2025.

Proposed pricing shall be submitted on the Price/Cost Schedule of Services/Supplies.

EVALUATION PROCESS: The Government intends to award an Indefinite Delivery Indefinite

Quantity (IDIQ) contract resulting from this Solicitation to the responsible quoter with the lowest price.

This procurement will be evaluated using FAR Part 13 procedures and in accordance with Addendum to

FAR 52.212-2.

Factor: Price: The Government will evaluate proposed fuel pricing for completeness, reasonableness, and risk. Due to fluctuating propane market rates, only Base Year pricing will be evaluated for award purposes. Pricing for each Option Year will be negotiated prior to exercising the option, subject to market conditions at that time.To ensure fair and reasonable pricing over the full potential term of the contract, offerors must certify that future Option Year pricing shall not escalate more than 5% annually, on a non-compounded basis.

Award will be made to the responsible offeror submitting the lowest Base Year price, who also certifies in writing that Option Year pricing will not exceed the 5% escalation cap.

Price Escalation Formula (Non-Compounded)

Option Year Price = Base Year Price × (1 + 0.05 × Number of Years Since Base Year)

For example:

Year 1 (Base Year): $1.00

Year 2 (Option Year 1): $1.05

Year 3 (Option Year 2): $1.10

Year 4 (Option Year 3): $1.15

Year 5 (Option Year 4): $1.20
