Questions/Responses
1. How much is the current approximate replacement cost for headstones and markers?
Response: The approximate cost for upright markers is $400 and $350 for flat markers.
2. Can a site map of Sylvan Springs with acreage amounts of performance for each year of the proposed contract be provided?
Response: The cemetery only has a design concept at this time. No map can be provided at this time.
3. In the past was the entire quantity of 39 mowing occurrences awarded to the mowing contractor, i.e. via task order?
Response: Yes, the total quantity of 39 mowing occurrence was awarded; however, contractor will only be paid for actual services provided.
4. Is the current incumbent contact FFP or IDIQ?
Response: The current contract is a Firm-Fixed-Price contract.
5. Is there a disposal area for horticultural waste on site for leaves picked up during leaf removal?
Response: Yes, however, current and past contractors have been allowed to blow leaves into turf areas and then they are mulched with mowers.
6. Can you provide a specific total acreage of Astroturf areas?
Response: Approximately 4.5 acres
7. The current contract record identifies several large and significant deductions (de-obligations) of funding. Can the government confirm the source/reason for these deductions? Our concern is there may be a recurring history of reduced services on this contract, or deductions have been made due to contract deficiencies, i.e. destruction or damage to government property, e.g., headstones.
Response: Contractor is paid for actual service provided. The weather plays a major factor for when mowing begins in the spring and when it ends in the fall. De-obligation of unused funds is part of close out procedures for the period of performance.
8. Does the government currently provide CPARS for this contract e ort?
Response: The Federal Acquisition Regulations (FAR) stipulates that past performance evaluations be conducted on contracts and orders over the simplified acquisition threshold ($250K).
