About this file
This is a Questions and Answers (clarification) document for Solicitation #36C78625Q50066 for Complete Grounds Maintenance at Fort Jackson National Cemetery. The document addresses three main topics with follow-up clarifications.
The key clarifications include: (1) Pine straw requirements specify a minimum of 10,000 bales per year to be applied before Memorial Day, with 3 additional refreshes throughout the year requiring additional bales in visually prominent areas; (2) Top dressing labor costs should be included in the mowing CLIN as it is done on a case-by-case basis when mowing damages occur, with the government providing the top dressing material; and (3) Confirmation that the pine straw requirement involves one complete replenishment of the entire cemetery annually before Memorial Day, followed by 3 refreshes of prominent areas throughout the year, with variable bale quantities needed for each refresh depending on specific area requirements.

Questions and Answers (clarification)
1) After reviewing Q&A, I have a question.
The answer to 1st Questions and Answers number 65 and 2nd Questions and Answers number 5 are contradicting and confusing. Can you please clarify if 10,000 bales of pine straw is used annually, or if 10,000 bales are applied four times a year for a total of 40,000 bales? 10,000 bales of pine straw equates to 417,700 SF or 9.57 acres.
Would you please help me understand better?
Answer: The minimum is 10,000 bales per year replenish before Memorial Day, but the 3 additional refreshes throughout the rest of the year will require additional bales.
1a) Follow up/clarification questions: The current pricing sheet seems to be a bit off such as line item 0010. Shouldn't the quantity be 10,000 since it's 10,000 bales per year? Why is it 4?
UPDATE ANSWER:
No, the annual minimum is 10,000 base per year to be replenish before Memorial Day, but the 3 additional refreshes throughout the rest of the year will require additional bales.
2) Part 1 - Question 36 Top Dressing. There is no CLIN to pay for this.
Answer: The government provides the top dressing; it is the contractor is responsible for placing it after the government purchases it.
2a) Follow up/clarification questions: We understand the Top Dressing is purchased by the government and you want us to put it down. But I still have to pay my employees for the labor.
There is no CLIN for this work. There is a CLIN for everything else Where am I supposed to price this in at?
UPDATE ANSWER:
This is a service that should be included in your labor determine for mowing CLIN as this is done on a case-by-case basis and it is only the result from the mowing as specified in the statement of work.
In other words, if the contractor ruts or causing damaged to the turf they are responsible for bring the turf back up to the appropriate grade with the top dressing purchase by the cemetery.
3) Pinestraw - the government has answered 10,000 pales annually (this would be 2,500 quarterly).
Is the cemetery sure on this as it is a costly item.
Answer: The cemetery requires a complete replenish once per year of the entire cemetery, usually before Memorial Day, then 3 refreshes throughout the year. The refresh is the visually prominent areas, which is not the complete cemetery, however, there is no way to determine how many bales are needed for each refresh, because some areas may require more or less bales in certain areas.
