Solicitation #:36C78625Q50066 – Complete Grounds Maintenance at Fort Jackson National Cemetery
Questions and Answers
1) Attachment B – In the Option years there are “Max Ext Qty” listed for each CLIN in the description. Are we to price the Min. Est. Qty the is in the pricing formulation and if the ordering exceeds the Min. Est. Qty will the unit price be used for the cost of additional qty of that
CLIN?
Answer: That is correct. Only provide a price for the quantity listed under quantity and the price would be used if the Min Est Qty is exceeded.
2) Attachment B - If the unit price that is not going to be used for the quantities that are ordered that exceed the “Min. Est. Qty” in the pricing schedule and we are to base that unit price based on the “max. Ext. Qty”, we would be forced to increase that unit price in order not lose money. This would add unnecessary cost to the government. For example, CLIN 1014, if the unit price for the 6 applications was a unit price $1000.00. The unit price would increase by 25% ($1333.00) to cover the Max Ext Qty of 8. Could these CLINS estimated Qty be changed to the Max Ext Qty to allow for fair pricing to the government?
Answer: No. This is an IDIQ contract and Min and Max must be listed in the contract. Also, refer to answer number 1.
3) Attachment B – The “Max Ext Qty” exceeds the unit of issue for several CLINS (CLINs 1001,2001,3001,4001,1002, 2002, 3002, 4002, 1003, 2003, 3003, 3004, 1007, 2007, 3007, 4007).
For example, CLIN 1001 has a Unit of Issue” of “WK” and the “Max Ext Qty” is 66. The period of performance is 52 weeks, which makes it impossible to exceed 52 weeks. Should these CLINS be changed to a “Unit of Issue” of each?
Answer: The description will be changed to read Max Ext. Qty 52 not Max Ext. Qty 66.
4) Attachment B – For CLINS 0014 and 0015 the qty from the Attachment B is 6 for each CLIN.

Answer: Bermuda 419 is 6 annual applications and Emarald Zoysia is 4 annual applications.
20) Looking for clarity on the soil testing. In the SOW, Page 37, 5th paragraph says soil testing is performed quarterly, but page 44, General Requirements, “Soil tests must be done at a minimum, but not limited to-quarterly (2x’s a year is min).”
