Questions and Answers 36C78624Q50359
Questions from Industry in Black
Government responses are in Blue
1. Who is the incumbent? Dial General Engineering
2. What is the annual value of the existing contract? The value of the existing contract (in the form of a purchase order) is $27,868.75 for a period of performance of 6/1/2024 – 8/31/2024.
3. The contractor must provide consumables. What is the population (FTE) and visitor count? There are 31 full time employees (FTE); 900 daily visitors; 18,000 monthly visitors.
Please can you tell us how much is currently being paid on this contract? The value of the existing contract (in the form of a purchase order) is $27,868.75 for a period of performance of 6/1/2024
– 8/31/2024.
Can you tell me the value paid to the last incumbent / vendor who was awarded this contract? The overall value can be found on FPDS.gov under contract 36C78624D50125.
I see the hours of cleaning, restrooms in the morning and offices in the evening, but is there a set number of hours the workers need to be there?
No, Work shall be accomplished between the hours of 7:30 A.M. and 4:30 P.M as noted. The Public restrooms shall be cleaned between 7:30 AM and 8:30 AM; the Admin. Building shall be cleaned between 3:30 P.M. and 4:30 P.M.
Are they provided a lunch break? Employee’s lunch breaks are not dictated by the government.
I am reaching out to clarify this section of the proposal. I would like to know if this means that the primary contractor seeking the award and the subcontractor has to SDVOSB certified or just the prime contractor?
"Subcontracting. An SDVOSB must meet the NAICS size standard assigned by the prime contractor and be listed in VIP to count as similarly situated. Any work that a first tier VIP-listed SDVOSB subcontractor further subcontracts will count towards the percent of subcontract amount that cannot be exceeded. For supply or construction contracts, the cost of materials is excluded and not considered to be subcontracted. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the portion of the contract with the preponderance of the expenditure upon which the assigned NAICS is based. For information and more specific requirements, refer to 13 CFR 125.6."
The Prime contractor must be a SDVOSB and if they wish to pay their sub-contractor more than 50% of the value of the contract – the sub-contractor must be similarly situated. Which means the sub-contractor must be an SDVOSB as well. Otherwise, the prime cannot pay the sub-contractor more than 50% of what the government is paying the prime.
1. What is the current incumbent contract number? 36C78624D50125
2. If this is not a new opportunity and there is an incumbent contractor, has the scope of work drastically changed from the previous contract to this one? This requirement was being provided under a total cemetery operations contract – which included landscaping. The government is now procuring janitorial services separately.
Can we receive an estimate on the amount of paper products and hand soap that the cemetery typically uses in a month. The government does not track the quantity of supplies/consumable associated with janitorial services.
1. On the walkthrough of the maintenance area, we were told only to clean the inside of the main maintenance building, which consisted of a women’s restroom a men’s restroom/locker room, a janitorial closet, a breakroom, 2 offices and an honor guard room.
In the RFQ, it says to clean 2 buildings. The 2nd building is a garage and not required to be part of the janitorial cleaning requirements.
Which add a wash bay, maintenance shop, boot room/boot wash area and vehicle equipment storage. Are we cleaning these extra areas or not? Wash bay and boot room/wash area.
Typically garages and bays are maintained by the mechanics or staff in those areas for insurance purposes among other things, but we’re willing to clean whatever you need. The cemetery staff maintain and clean these areas.
2. Which one of the maintenance buildings is the one with the offices, restrooms and breakroom, Maintenance Building or Maintenance Building 2? Maintenance Bldg. 1.
3. Can we invoice for consumable supplies (paper towels, toilet paper, hand soap, toilet seat covers, etc.) based on your actual usage (what we deliver to you), or do you want a set monthly price? If you do want a monthly amount for supplies, can you give us the data on your average monthly usage of consumable supplies (paper towels, toilet paper, hand soap, toilet seat covers, etc.)? Pricing should be all inclusive. Unfortunately, the government does not track the supplies/consumables related to janitorial services.
4. What are we responsible for cleaning on Saturday and Sunday and on Mondays of 3 days weekends? The RFQ says we are responsible for cleaning all areas in one spot (Section K, Line 3) and then on the next line (Section K, Line 4), it says we’re only responsible for cleaning the 2 public restrooms those days. Janitorial services for the public restrooms are required Saturday and Sunday and holidays per the contract requirements. The cemetery does not close more than two consecutive days. If the cemetery offices are to be closed for business during a holiday the COR will notify the contractor with an advance notice that the offices and maintenance building areas are closed for business and do not require janitorial cleaning on that day.
5. I noticed the RFQ has us cleaning the admin building between 3:30 and 4:30 and other areas in the morning or during the day when you are working. Are you flexible on this? Can we do the cleaning at night after you are out of the office? That way everything will be clean when you arrive the next morning, and we won’t be in your way when we’re cleaning. It also saves you quite a bit of money, because of the logistics in trying to clean the admin building in 1 hour. Unfortunately, no, due to security concerns, contractors are not permitted to provide janitorial services when government personnel are not on site.
How much are you/they spending on supplies and cleaning consumables (paper products, soaps, liners, etc.) historically, either annually or monthly. Especially during the holidays such as Veteran's Day, Memorial Day? The government does not track supplies/consumables related to janitorial services.
An approximation is totally fine if there is no specific data on this.
The government does not track supplies/consumables related to janitorial services.
1) How many staff currently work at the Sacramento Valley Nat'l Cemetery? There are 31 full time employees on site.
2) Are the public restrooms cleaned 5 days or 7 days, per checklist per Attachment 2? 7 days a week (Including Holidays).
3) Are the public restrooms only open on 3 day weekends or every day?. The public restrooms are open every day from sunrise to sunset.
4) What are the times/hours for cleaning on weekend days, if 7 days a week? Work shall be accomplished between the hours of 7:30 A.M. and 4:30 P.M as noted.
