Questions/Answers for RFQ Industrial Plant Equipment: ID47QSHE22K0001

Questions 1 - 4 are regarding CLIN: 1, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, and 34.

1. The Special features section shows a 3/4 YD Hopper, SYS Drive 1/2 HP. Can you please confirm that this is the Solid Removal System that has the complete description consistent with the NSN that is described in CLINN 33 as 3/4 YD HOPPER, SYS DRIVE 1/2 HP; BACK FLUSH FEATURE THROUGH THE CONTROL MUST HAVE AUTOMATIC BACK FLUSH CAPABILITY?

Answer: Confirm. That is correct for CLIN 33.

2. Does the machine control have to possess the water level control for submerged cutting described in the Special features or will the government install the plumbing and valves in the water supply source to the machine, in such a way to manually add or dump water?

Answer: The government will NOT install the plumbing and valves in the water supply source to the machine. The machine quoted must meet the TRD requirements to include “RAPID WATER LEVEL CONTROL THROUGH THE MACHINES MAIN CONTROL” as stated for CLIN 33.

3. Does the Cutting System, Water Jet have to be commissioned and/or started up by the Contractor? Would this include leveling the catcher tank and connecting the Solid Removal System, starting up the water Jet system and check functionality?

Answer: This procurement is for supplies only. It will not include installation, training, or any additional options that are not part of the Technical Requirement Documents (TRDs).

4. The Special features requires a Remote/Local Control. Does this require a separate remote device from the control that will be remote enough for the operator to position the cutting head at the furthest distance from the main control?

Answer: It is a Remote/Local control switch that allows to take control locally. In remote mode text will be send to the server but local mode is used manually instead of sending it to server.

Questions 5 - 6 are regarding CLIN 3:

5. A axis available: does this mean it must come with a plug for the rotary and the machine control is capable to use it or does it mean that the machine control must have the capability and the A axis plug could be added later?

Answer: They want the machine to have the capability to have an A-axis if needed later.

6. Under the Specifications/Technical Requirements it states; Power Requirements Are 200-250 VAC, 3 Phase, 30amps, 10kVa. "380-440 VAC, 50-60HZ / 3 PHASE". Under the Existing source power available at the facility is 480 volt, 3 phase, 60 hz. Does the government provide the step up transformer required for the machine to run on 200-250 VAC, 3 Phase, 30amps, 10kVa it needs ?

Answer: Page 2 of the CLINs TRD states the end-user has 480V 3 phase. Any machine must come wired to meet the end-user’s requirements.

Question 7 is regarding CLIN 9:

7. Will the furnace need to be commissioned by a factory technician and started up after the government connects all the utilities?

Answer: This procurement is for supplies only. It will not include installation, training, or any additional options that are not part of the Technical Requirement Documents (TRDs).

Questions 8 – 9 are regarding CLIN 10:

8. The majority of thermal processes for aircraft aluminum applications fall below between 200-1200 degrees. What process is being completed in this furnace that requires temperatures up to 1600 degrees?

Answer: The specification based on customer requirements states a need for temperatures up to at least 1600 degrees.

9. Is the furnace door configuration critical, hinged doors are preferential as they create a stronger seal tighter seals which prevents heat loss, enhances temperature stability, allows faster part removal, and subsequently faster quench times that facilitate adherence to the strict requirements of AMS 2750F. Can this be substituted with a hinged door? If not, what is the requirement that necessitates the vertical lift door?

Answer: Either is acceptable for CLIN 10.

Questions 10 - 11 are regarding CLIN 02 and CLIN 08:

10. Due to the available descriptions of the NSNs and their relationship as replacements for one another; NSN 3424-01-663-0736 is a substitute for NSN 3424-01-299-2202 which will not be ordered after stock is exhausted, based on this relationship these two furnaces appear to require the same dimension and characteristics. However, the available NSN characteristics data and TRD data do not indicate that the overs are similar at all, which specification/TRD is correct? Please confirm the required furnace dimensions/specifications for both CLIN 02 and CLIN 08 and if they are the same or different?

Answer: The dimensions are the same, but the temperature ranges are different. The Air Force is purchasing items meeting the TRDs.

11. Is the furnace door configuration critical, hinged doors are preferential as they create a stronger seal which provides a tighter seals preventing heat loss, enhances temperature stability, allows faster part removal, and subsequently faster quench times that facilitate adherence to AMS 2750F. Can this be substituted with a hinged door? If not, what is the requirement that necessitates the vertical lift door?

Answer: Vertical lift is required for CLIN 8 as specified by the TRD. Either is acceptable for CLIN 2.

Questions 12 - 13 are regarding CLIN 22:

12. In the special features section it says "380-440 VAC, 50-60HZ / 3 PHASE". In the existing source power available at the facility is 308 volt, 3 phase, 60 hz. Does the government provide the step up transformer required for the machine to run on 380-440 VAC, 50-60HZ / 3 PHASE it needs?

Answer: The machine should come wired to meet the end-user requirements. See also answer to question 13 below for correction to typo.

13. Is the existing source power available at the facility 308 VAC or is that a typo that should be 208 VAC?

Answer: That is a typo, it should be 208.

Question 14 is regarding CLIN 33:

14. In the special features section it says "380-440 VAC, 50-60HZ / 3 PHASE". In the existing source power available at the facility is 230 volt, 3 phase, 60 hz. Does the government provide the step up transformer required for the machine to run on 380-440 VAC, 50-60HZ / 3 PHASE it needs?

Answer: Vendor needs to provide a machine that works with 230 voltage.

Questions are 15 - 18 regarding CLINs 1, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, and 34.

15. Are the “specifications/technical characteristics” in each TRD the minimum requirements or will other specifications/technical characteristics not stated be used for evaluation purposes?

Answer: Evaluation will be done in accordance with each TRD requirement. As the RFQ states, GSA IS PURCHASING AN ITEM THAT MEETS THE REQUIREMENTS OF THE TRD. If a proposed item does not at least meet the salient characteristics of the TRD the item will not be considered for award.

16. The TRDs state that the USAF does not include the “approval of additional options or accessories”. However, under “Special Features”, there is a requirement for “3/4 yd hopper” and “sys drive ½ hp.” It is our understanding that these “features” relate to an option of one particular brand and are not features of the machine. Please clarify.

Answer: These special features are part of the Air Force basic configuration requirements. They are not additional. These features are standard for Industrial Plant Equipment.

17. Clarification requested for “remote/local control.”

Answer: It is a Remote/Local control switch that allows to take control locally. In remote mode text will be send to the server but local mode is used manually instead of sending it to server.

18. Drawing of installation areas requested as, in many instances, there is flexibility in placement of machine components.

Answer: Unfortunately, drawings of Air Force installation areas are not available. Page 2 of each TRD shows the space as allowed by the end-user. When quoting, drawings should be submitted (or may be requested) for the engineer completing the ‘or equal’ review.

Questions are 19 – 21 regarding CLINs 5, 15, and 16:

19. CLIN 5 lists “Accessories” which, except for the Wrench Set, are tooling sold separate of the machine. We offer a standard tooling package that seems to be what’s intended here, although not an exact match. Are we okay to quote both items to meet the requirement? As a single amount or itemized?

Answer: Please quote a product that meets the specification of the TRD including all “accessories” as listed in the TRD. The price should be listed as a single amount. The TRD's of the CLIN must be fully met when quoting. If the item quoted does not meet the full requirements of the TRD, it will not be considered for award.

20. CLIN 15 is sold separately of tooling. We offer a standard tooling package. Is tooling required and are we okay to quote both items (machine and tooling package)? As a single amount or itemized?

Answer: Please quote a product that meets the specification of the TRD including all “accessories” as listed in the TRD. The price should be listed as a single amount. The TRD's of the CLIN must be fully met when quoting. If the item quoted does not meet the full requirements of the TRD, it will not be considered for award.

21. CLIN 16 sold separately of tooling. We offer a standard tooling package. Is tooling required and are we okay to quote both items (machine and tooling package)? As a single amount or itemized?

Answer: Please quote a product that meets the specification of the TRD including all “accessories” as listed in the TRD. The price should be listed as a single amount. The TRD's of the CLIN must be fully met when quoting. If the item quoted does not meet the full requirements of the TRD, it will not be considered for award.
