About this file

This is a Questions and Answers document for RFQ W912PF26QA016 Amendment 0001, issued by the U.S. Army Corps of Engineers (contracting office W912PF). The document clarifies requirements for a Catholic Administrative Religious Education Coordinator (CAREC) contract position. A similar previous requirement (Purchase Order W912PF22P0017) had a total contract value of $183,000.00, though this is not an incumbent contract. The position is part-time with no travel authorized and does not have a mandatory right of first refusal requirement.

The amendment separates the role of Contract Manager (Key Personnel) from the CAREC position qualifications. The Primary and Alternate Points of Contact (POCs) are not required to obtain Catechist certification; only the CAREC must obtain certification within 90 days of award. The revised Performance Work Statement (PWS) dated January 21, 2026, now places CAREC qualifications in Part 5 of the PWS. Regarding backfill coverage during staff absences, the contractor has discretion in designating an Alternate POC and determining methods to ensure continuity of service, provided all PWS duties and deliverables are completed to acceptable standards on schedule. For the NATO Status of Forces Agreement (SOFA) eligibility question regarding hiring U.S. citizens employed as local nationals, the answer directs quoters to the revised Instructions and Evaluation Criteria in the amendment addendums for clarification.

RFQ W912PF26QA016 Amendment 0001

Questions (Q) and Answers (A)

Q1. Is there an incumbent or previous contract for this position? If so, can the Government share the contract number and amount?

A1. No, not the same but there was a similar type of requirement Purchase Order # W912PF22P0017 with a Base and All Options Value (Total Contract Value): $183,000.00

Q2. If there is an incumbent, is there an incumbent contractor employee whom the awardee should consider for “right of first refusal” (i.e. Nondisplacement of Qualified Workers Under Service Contracts)?

A2. N/A

Q3. Paragraph 1.18 lists Key personnel as the Catholic Administrative Religious Education Coordinator (CAREC), as well as the primary and alternate POCs who are responsible for overall contract management and performance. It also states all key personnel shall meet the qualifications listed in subparagraph 1.18.1. But in subparagraph 1.18.1 it states that only the Catholic Administrative Religious Education Coordinator (CAREC) is required to obtain a Catechist certification within 90 days of award. Our question is whether or not the primary and alternate POC are required to obtain a Catechist certification to be considered qualified.

A3. No. The Primary and Alternate POCs are not required to obtain a Catechist certification.

To clarify the requirements, the solicitation has been amended. The updated Performance Work Statement (PWS), dated 21 Jan 2026, separates the roles of the Contract Manager (Key Personnel) from the qualifications of the person performing the religious education duties.

The revised PWS Section 1.18 now reads:

1.18 Key Personnel: The following personnel is considered key personnel by the Government:

Contract Manager. The Contractor shall provide a Primary Point of Contact (POC) who shall be responsible for the overall management and performance of this contract. An Alternate POC may be designated to act during his/her absence. The name(s) of the Primary and Alternate POC shall be provided in writing to the COR at the post-award meeting (Deliverable A.004).

The qualifications for the Catholic Administrative Religious Education Coordinator (CAREC), including the Catechist certification requirement, are now located in Part 5 of the PWS.

Quoters must refer to the amended solicitation documents for their proposals.

Q4. Backfill/Absences: What is the policy for backfill coverage during illness, vacation times, or other reasons in which the key personnel may be absent given that this is stressed as a part time position and no travel is authorized?

A4. The Government’s requirements are revised and specified in the solicitation. Section 1.18, Key Personnel, states:

"The Contractor shall provide a Primary Point of Contact (POC) who shall be responsible for the overall management and performance of this contract. An Alternate POC may be designated to act during his/her absence."

As revised, the designation of an Alternate POC is at the Contractor's discretion.

The Government's primary concern is that the duties and responsibilities outlined in the Performance Work Statement (PWS) are performed to an acceptable standard and all deliverables are met in a timely manner.

The Contractor is responsible for the overall management and performance of the contract. The specific methods the Contractor uses to ensure continuity of service during staff absences (such as illness or vacation) are the Contractor's responsibility. The Government does not mandate a specific backfill policy; we only require that the terms of the contract are met.

Please base your quote on your firm's approach to ensuring all tasks in the PWS are successfully completed throughout the period of performance.

Q5. ADDENDUM TO 52.212-1 - INSTRUCTIONS TO QUOTERS 2 ELIGIBILITY AND

STATUS OF FORCES AGREEMENT (SOFA) States: “In accordance with the NATO Status of Forces Agreement (SOFA) and the Supplemental Agreement between the United States of America and Italy, this requirement is restricted to Local Nationals (Italian) and Foreign Nationals only.” We are a German company registered to do business in Italy.

a. Question: Upon award, would we be prohibited from hiring a US citizen employed as a local national?

A5. See revised Instruction and Evaluation Criteria in the addendums of this amendment 0001.
