About this file

This is a Qualified Product Policy document issued by the South Carolina Department of Transportation (SCDOT) establishing requirements for reflective sheeting suppliers. The policy outlines that reflective sheeting supplied for SCDOT work must comply with SCDOT Standard Specifications for Highway Construction Section 651.2. To be eligible to bid on reflective sheeting for maintenance contracts or supply sheeting for construction projects, suppliers must have their materials tested by the AASHTO National Transportation Product Evaluation Program (NTPEP) Sign Sheeting Material/Roll Up Signs program and receive SCDOT qualification based on test results. Only materials listed on Qualified Product Listing (QPL) 20, "Qualified Suppliers of Reflective Sheeting," are eligible for SCDOT maintenance contracts or construction projects. The qualified list is updated as needed based on NTPEP test results, which are evaluated according to ASTM D4956 standards, with materials subject to removal based on performance results.

Sheeting listed on QPL 20 is qualified for seven years from the completion of NTPEP testing, and manufacturers must submit new NTPEP results within this period to maintain continuous qualification. Manufacturers seeking QPL consideration must submit a written request containing a statement that the sheeting meets SCDOT specifications and the date of the most recent NTPEP testing along with the report number. Manufacturers are responsible for notifying SCDOT of any changes to sheeting names or numbers if product composition and manufacturing processes remain unchanged; any process modifications require retesting by NTPEP. For each shipment on each project, a signed certification from the manufacturer must be submitted confirming compliance with SCDOT specifications, and no sheeting will be used or payment made until the certification is received and qualified by the SCDOT Resident Construction Engineer. SCDOT reserves the right to sample and test any supplied sheeting at any time. Inquiries should be directed to Dahae Kim, P.E., Assistant State Pavement Design Engineer, at kimd@scdot.org, (803) 737-1632, or fax (803) 737-6649.

QUALIFIED PRODUCT POLICY 20

October 8, 2021

QUALIFIED PRODUCT POLICY FOR REFLECTIVE SHEETING

QUALIFIED PRODUCT POLICY 20

Reflective Sheeting supplied for SCDOT work shall comply with South Carolina Department of Transportation Standard Specifications for Highway Construction Section 651.2 and any applicable addenda. To be eligible to bid on reflective sheeting for maintenance contracts or supply sheeting for construction projects, suppliers must have their sheeting tested by the AASHTO National Transportation Product Evaluation Program (NTPEP) Sign Sheeting Material/Roll Up Signs (SSM/RUP) program and be qualified by the SCDOT based on the test results received from NTPEP. See www.ntpep.org for information on participating in the NTPEP SSM/RUP program.

Once a manufacturer, sheeting type, and color are qualified, they will be listed on Qualified Product Listing (QPL) 20, 'Qualified Suppliers of Reflective Sheeting’. Only those materials listed on QPL 20 can be considered for SCDOT maintenance contracts or for construction projects. A new qualified list is updated as needed, and is based on NTPEP test results. The test results are evaluated based on ASTM D4956 and materials may be removed from the approval list based on these results. Reflective sheeting will not be placed on the SCDOT QPL unless tested by NTPEP.

Sheeting listed on the current QPL 20 are qualified for seven (7) years from the time the NTPEP testing was completed. Manufacturers who which to keep their sheeting on the QPL continuously must submit new NTPEP results to the contact listed on this QPP within the seven (7) year period.

For reflective sheeting to be considered for the QPL, make a written request containing the following information:

1. A statement that each type of sheeting meets SCDOT Specifications.

2. The date that the material was last tested by NTPEP and the number of the NTPEP report containing the test results.

It is the manufacturers’ responsibility to notify the SCDOT if the sheeting name and/or number is changed but the product composition and manufacturing process remains the same. If the manufacturing process is changed, the product must be retested by NTPEP before it can be placed on the QPL. Any sheeting currently on the QPL that has not been tested in the last seven (7) years will be removed unless new NTPEP data is submitted.

In addition to the initial qualification of the sheeting, a signed certification from the manufacturer must be submitted for each shipment for each project, certifying that the sheeting meets SCDOT specifications for each type of sheeting. No sheeting will be used nor will payment be made for sheeting until the sheeting certification is received and qualified by the SCDOT Resident Construction Engineer. The SCDOT reserves the right to sample and test any sheeting supplied for any SCDOT use at any time.
