About this file
This is Amendment #1 to a Questions & Answers document issued by the South Carolina Department of Transportation (SCDOT) for a solicitation involving reflective sign sheeting and sign printing supplies. The solicitation number is 5400023967, issued on October 12, 2022, with questions from offerors required by October 5, 2022 at 10:00 AM and offers due by October 26, 2022 at 2:30 PM. No pre-bid conference or site visit is scheduled. Award notification is anticipated on November 15, 2022. Offerors must submit one copy of their offer online at www.procurement.sc.gov and agree to hold their offer open for a minimum of ninety calendar days following the opening date. The solicitation includes specifications for permanent reflective sign sheeting and printer ink conforming to SCDOT's 2007 Standard Specifications, AASHTO M 268, and SCDOT Qualified Product Policy #20.
The amendment clarifies that Type XI sheeting with equivalent or higher specifications is acceptable as a substitute for Type IX line items, and confirms that materials must be compatible with the Avery Dennison Traffic Jet Printer (Mutoh VJ-16TUV30U). SCDOT addressed concerns regarding sole-source specifications by affirming that multiple distributors of the specified materials are available, maintaining competitive procurement practices. All materials furnished must be listed on the SCDOT Qualified Products List #20 as of October 1, 2021. The solicitation encompasses Lot B materials for rolls designed for the existing printer system, including reflective sheeting, printer inks, laminate with anti-graffiti properties, spittoon pads, and flush supplies.

RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL
QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE
READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO
PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION.
QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY
RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN
ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED
TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.
QUESTION #1
For all individual line items requesting Type IX sheeting, is it acceptable to bid an equivalent or higher spec'd product such as Type XI material?
SCDOT RESPONSE TO QUESTION #1
Yes, SCDOT finds it acceptable to bid Type XI sheeting with equivalent or higher specifications as a substitute for Type IX line items.
QUESTION #2
Page 10 of the Solicitation states: (b) The State seeks to permit maximum practicable competition. Offerors are urged to advise the Procurement Officer -- as soon as possible -- regarding any aspect of this procurement, including any aspect of the Solicitation that unnecessarily or inappropriately limits full and open competition.
[See R. 19-445.2140] [02-2A095-2] Is the DOT aware that the following underlined language from page 16 of the solicitation requires all reflective sheeting?
"To be compatible with Avery Dennison Traffic Jet Printer (Mutoh VJ-16TUV30U). Laminate (Anti-graffiti / pet liner) must be compatible with the reflective sheeting materials, and spittoon pads & flush must be compatible with the above detailed printer?"
Since Avery Dennison reflective materials and printer supplies are the only compatible material for the Avery Traffic Jet Printer, the above language creates a sole-source specification and is in direct conflict with the South Carolina's stated goal of "permit maximum practicable competition.”
SCDOT RESPONSE TO QUESTION #2
SCDOT is soliciting bids for materials compatible for the printer currently in use for printing signs. There are multiple distributors of these specified materials, and as such, the solicitation is competitive, not sole source, and not conflict with stated goals. The compatibility requirement is to ensure long term warranties provisions are met and to support SCDOT’s current sign printing infrastructure.
QUESTION #3
Will the DOT accept an equal alternative sheeting and printer system?
SCDOT RESPONSE TO QUESTION #3
This solicitation scope does not include an alternative printer or printer system, which would be a technology procurement. This solicitation scope is structured to support the material and supply needs of the current printer used in our sign shop.
QUESTION #4
What type of printer do you use? We need to know what type ink to bid.
SCDOT RESPONSE TO QUESTION #4
As per Section III of the solicitation, Lot B –Rolls for Existing Printer:
Lot c B specifications are for Permanent Reflective Sign Sheeting and Printer Ink, conforming to the requirements herein.
Reflective Sheeting and Inks shall meet the requirements of section 651.2.3 and 651.2.4 of the SCDOT 2007 Standard Specifications for Highway Construction (herein referred to as Standard Specifications), and any additional supplemental specifications for future developed microprismatic retroreflective sheeting.
The Standard Specifications are located at: https://www.scdot.org/business/pdf/2007_full_specbook.pdf
Reflective sheeting must meet the requirements of AASHTO M 268, Specifications for Reflective Sheeting for Traffic Control. Inks for reflective sheeting shall meet the requirements of section 651.2.4 of the Standard Specifications and be compatible with Avery Dennison Traffic Jet Printer (Mutoh VJ-16TUV30U). Laminate (Anti-graffiti / pet liner) must be compatible with the reflective sheeting materials, and spittoon pads & flush must be compatible with the above detailed printer.
All materials furnished must be in accordance with the SCDOT Qualified Product Policy #20, October 8, 2021 (Posted as a separate document). These approved materials must be listed on the SCDOT Qualified Products List #20, October 1, 2021 (posted as a separate document.)
For Additional information on printer inks, refer to the specifications in the solicitation document, for both Lots.
All other terms, conditions, bidding instructions, and specifications remain unchanged. If there are any questions or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the offeror to contact the procurement officer for clarification. Contact information can be found in the top right-hand corner of the cover page of this amendment. Reference the “duty to inquire” clause in the original invitation for bid.
