Explain The Government's Program Method
Discuss Contract Type (IDIQ) & Acquisition Info, Solicitation Information, and Evaluation Criteria
Demo Agency Ordering Process (AutoChoice)
Review Technical Requirements (Fed. PD)
Encourage Industry Participation & Feedback
Purpose of this Meeting-Cont’d The Government is planning to issue a solicitation for three (3) types of transit buses:
Bus-Heavy Duty Transit-40 ft-39 pass-Low Floor- Diesel
Bus-Heavy Duty Transit-40 ft-39 pass-Low Floor- Diesel-Electric Hybrid
Bus-Heavy Duty Transit-40 ft-39 pass-Low Floor- CNG
GSA Mandatory Source Authority: GSA is the mandatory source under FPMR 101-26.501 for all vehicles purchased by Federal Executive Agencies, including the DOD for non-tactical vehicles.
GSA Mandatory Source-Cont’d The estimated value of this procurement requires the Trade Agreement Act (TAA) to be a requirement.
GSA Mandatory Source-Cont’d Potential Agency Customers:
Department of Defense (DOD) Department of Energy (DOE) Department of State (DOS) Department of Interior (DOI) GSA Fleet All are non-fare paying (no fare boxes)
Transit Bus Five Year History
22 HEV (National Park Service)
31 CNG (National Park Service/GSA Fleet for DOD and State Dept.)
Due to the repetitive nature of the requirements, these buses are being solicited for a long term contract.
Transit Bus History-Cont’d
Agency Customers Federal Executive Branch Agencies with potential, based on past history, to utilize this program include, but not limited to, the following:
Agency Customers-Cont’d National Park Service (NPS) with 393 National Parks. Many are developing, or have developed, transportation plans which offer visitors alternatives to driving their personal vehicles into/through the park. These alternatives include alternate fueled transit buses based on the latest green technologies such as CNG and diesel electric hybrid transit buses.
Agency Customers-Cont’d DOD CONUS Military Bases: Approximately 440 Bases. A number of bases are affected by increased populations due to BRAC closures of other bases. These affected bases are developing transit plans capable of handling the increased civilian and military population. Other bases are interested in phasing out older buses to green, more fuel efficient technology.
GSA Automotive Program Plan
Offerors must be OEM’s or Authorized Dealers
Type of Contract--Indefinite Delivery-Indefinite Quantity (IDIQ) with base plus option years
Multi-Vendor Awards possible for each vehicle type
GSA’s automated ordering program (AutoChoice) will be utilized for customer agency use in ordering buses.
GSA Automotive Program Plan-Cont’d Industry benefits:
Customer Awareness: All Executive Agencies have knowledge of buses under contract through AutoChoice Agencies make business decisions relating to make/model of bus they want to procure Orders processed electronically directly to contractor
GSA Automotive Program Plan-Cont’d One solicitation with one (1) or more separate contracts per vehicle type to successful offeror(s) One First Production Vehicle Inspection per make/model Streamlined Invoicing via GSA Finance Center, Kansas City
AutoChoice
AutoChoice: GSA Automotive’s Online Vehicle Ordering Program allows users to:
Configure buses & choose equipment options
Submit bus orders online
Check bus order status online
View miles per gallon fuel ratings

Additional Requirements
The Additional Requirements (AREQ) option code allows customers to request specific equipment not listed in the options above.
Selection of AREQ will result in the manual processing of your order. After review of the AREQ, GSA will obtain pricing for the AREQ. AREQ should only be used for mission-related requirements. Do not use AREQ to list any of the following: 1) GSA minimum requirements, 2) manufacturer standard equipment, 3) internal agency data, or 4) vendor selection. AREQ cannot be used to request makes/models not offered in Autochoice, or to request Autochoice options already shown as not available by the manufacturer. Please list AREQ requirements concisely and include enough information for GSA to obtain valid pricing.
You will be required to upload a file detailing your Additional Requirements before sending the order to GSA.
