Detection of Defects:
If the Government detects a defect within the warranty periods, it shall promptly notify the Offeror's representative. Within 5 working days after receipt of notification, the Offeror's representative shall either agree that the defect is in fact covered by warranty, or reserve judgment until the subsystem or component is inspected by the Offeror's representative or is removed and examined at Government property or at the Offeror's plant. At that time the status of warranty coverage on the subsystem or component shall be mutually resolved between the Government and the Offeror. Work necessary to effect the repairs shall commence within 10 working days after receipt of notification by the Offeror.
Scope of Warranty Repairs:
When warranty repairs are required, the Government and the Offeror's representative shall agree within 5 working days after notification of a detected defect on the most appropriate course for the repairs and the exact scope of the repairs to be performed under the warranty.
If no agreement is obtained within the 5-day period, the Government reserves the right to commence the repairs.

The baffles or fuel pickup location shall assure continuous full power operation on a 6 percent upgrade for 15 minutes starting with no more than 25 gallons of fuel over the unusable amount in the tank(s). The bus shall operate at idle on a 6 percent downgrade for 30 minutes starting with no more than 10 gallons of fuel over the unusable amount in the tank(s).
The fuel tank(s) shall be securely mounted to the bus to prevent movement during bus maneuvers, but shall be capable of being removed and reinstalled by a 2M mechanic for cleaning or replacement in 1.5 hours or less.
The capacity, date of manufacture, manufacturer name, location of manufacture, and certification of compliance to Federal Motor Carrier Safety Regulation shall be permanently marked on the fuel tank(s). The markings shall be readily visible and shall not be covered with an undercoating material.
C. A. The following changes apply only to:

C1. Section 3.1.2.19 Engine Coolant Heater
Delete this section in its entirety and replace with the following:
The engine shall be furnished with one 750 watt block coolant heater, with electrical cord(s) enclosed in a split nylon loom. The heater(s) shall be connected to weather proof plug(s). To help prevent corrosion on the plug prongs, a suitable anti-corrosion spray shall be applied to the plug connection (tangs). The block heater cavity shall be filled with appropriate dielectric grease before screwing the electrical cord onto the block heater. If a block heater is mounted in a coolant pipe/hose, the block heater shall have a separate ground wire to the engine block.
C2. Section 3.1.2.20 Oil Filter
Delete this section in its entirety and replace with the following:
The engine shall be furnished with an engine OEM approved oil filter.
C3. Section 3.1.2.22 Air Compressor
Delete this section in its entirety and replace with the following:
An engine driven air compressor and air system shall be furnished that meets the following requirements:
Solicitation QMAE-CY-110303-N Amendment 002 PAGE 18 OF 20
Minimum 18.0 CFM Engine flange mounted and gear driven Integral unloader The compressor discharge hose shall be SAE 100R14A PTFE, stainless steel braid covered hose routed to a point isolated from compressor vibration and movement (i.e. to a bulkhead). Zinc plated steel, or stainless steel, tubing is acceptable if run to a component on the engine assembly.
Copper tubing of any type is not acceptable as discharge tubing directly off the compressor discharge head.
See section 3.7 for air system requirements
Regardless of the system's air pressure, idle up to the rated engine speed shall be available to the operator with the transmission in neutral and the parking brake applied
C4. Section 3.1.2.17 Alternator
Delete this section in its entirety and replace with the following:
If low voltage 24/28 volt DC is furnished by the hybrid drive system in lieu of a separate, mechanically driven, alternator, the following alternator is not required.
If low voltage 24/28 volt DC is not furnished by the hybrid drive system, the alternator shall be a 24 Volt Leese-Neville, Niehoff, or Delco rated to continuously supply 100% of the full-load amperage (FLA) at rated regulated output voltage with the engine at base idle speed and at an ambient operating temperature of 93C/200F. The full-load amperage (FLA) of the bus is the maximum concurrent load when all on-board electrical equipment is operating simultaneously.
Full-load amperage (FLA) and regulated voltage output shall be confirmed and validated through engineering testing and measurement under the following conditions on the first article:
at engine base idle speed all on-board electrical is operating concurrently, FLA condition at an ambient operating temperature of approximately 25C/77F
The rated output of the alternator shall be determined through analysis using manufacturer’s supplied performance data, under the following conditions:
at engine base idle speed at regulated output voltage at an ambient operating temperature of 93C/200F.
The rated output of the selected alternator shall then be compared to the FLA test data. The contractor shall confirm and validate that the contractor selected alternator meets all
Solicitation QMAE-CY-110303-N Amendment 002 PAGE 19 OF 20 requirements. The contractor shall provide detailed test plan, prior to start of test, for Government approval. The offeror shall provide a draft copy of the test results to the Government immediately upon completion of the testing. The offeror shall submit a final test report for Government approval. The Government reserves the right to witness this testing.
C5. Section 3.1.2.23 Air Filter
Delete this section in its entirety and replace with the following:
The air filter shall be dry type, single or two-stage, engine OEM approved air cleaner with service indicator mounted on the dashboard of the bus or in the engine compartment in the engine air intake piping. If mounted in the engine compartment, the service indicator shall be easily observable by maintenance personnel standing on the ground.
C6. Section 3.46.10 Batteries
Delete this section in its entirety and replace with the following:
Two lead-acid batteries, meeting the following requirements, shall be provided for 12/24 volt service:
Interstate No. U8D-1400BUS, or equal- 12 Volt, 450 RC min. @ 25amp @ 80 deg. F.
They shall bear an initial warranty date no earlier than 60 days prior to bus manufacture.
Positive and negative terminals shall have different size studs, or the battery terminals and cables shall be arranged to prevent incorrect installation. Battery terminals shall be located for access in less than 30 seconds with jumper cables. Battery cables shall be flexible and sufficiently long to reach the batteries in the extended tray position without stretching or pulling on any connection. Cables shall not lie on top of batteries. The battery terminals and cables shall be color-coded with red for the primary positive and black for negative.
The battery tray shall be made of stainless steel and shall pull out easily and properly support the batteries during service, filling by manual or automatic equipment, inspection of water levels, and replacement. In the normal position, the battery tray shall not be supported by rollers. A positive lock shall retain the battery tray in the normal position.
Batteries shall be easily accessible for inspection, serviceable only from outside the bus, securely mounted on a sliding or swing out stainless steel tray, treated to prevent corrosion and be readily accessible for servicing, under the bus floor and separate from the engine compartment.
