1. SCOPE

This product description is for sedan police vehicles. Federal Protective Services (FPS) is responsible for protecting property owned, occupied, and secured by the U.S. Government as well as the people on that property. GSA Fleet will acquire and lease to FPS, GSA Item 17 fully equipped law enforcement vehicles as specified within.

2.0 APPLICABLE DOCUMENTS

2.1 FEDERAL STANDARDS AND CODES

3.0 REQUIREMENTS

Materials shall be as specified herein. When materials are not specified, the vehicle and all parts thereof shall be furnished to provide the intended function, durability, safety, and maintain good long-term appearance. All materials shall be new, shall be suitable for the intended purpose, and shall be free of any characteristics or defects in material and workmanship, which may affect the performance, function, durability, and serviceability of the finished vehicle, or detract from its appearance. The government reserves the right to make the final determination of the suitability of all components and their arrangement on and in the vehicle

All conversions and modifications shall conform to all requirements of the OEM’s Modifier/Upfitter Guide.

The contractor shall ensure that the application and installation of major subcomponents and systems is compliant with subcomponent vendors’ requirements and recommendations.

3.1 BASE CONFIGURATION VEHCILE

GSA Standard Item 17 Part A: GSA Options: non-mandatory, the ordering activity shall evaluate all and select required options available in AutoChoice, less the options listed in Part B. The option(s) listed below is/are required for the customer name identified in the description of this LU option.

Part B: GSA Options: mandatory, the GSA contractor must include the options listed below in the price of this LU option. The content(s) of the following option(s) is/are required to provide a turn-key solution. The ordering activity must not select these individual options when slecting this LU option in AutoChoice as this action will result in redundant pricing. Ordering activities may not request deletion of any of the option(s) when selecting this LU option. Requests or orders submitted with AREQs to delete any of these options will be rejected by GSA.

3.1.1 CONTENT

OEM and/or aftermarket kits, components, and harnesses shall provide the following features:

• engine downgrade (Ford Interceptor only)

• side marker LED fender lights on Ford Interceptor/ side under mirror lights on FCA Charger

• pre wire for grill LED lights, siren and speaker

• tail lamp lighting solution –white LEDs only

• rear lighting solution , DS red/PS blue

• front headlamp housing predrilled on Ford Interceptor

• front headlamp solution

• wig-wag headlight flasher and wiring

• 100 watt siren speaker includes bracket

• police wiring harness kit front

• police wire harness kit rear

• trunk storage vault

• hidden door lock plunger

• rear view camera ( in rear view mirror on Ford Interceptor and in radio on FCA Charger)

• police engine idle, key removal feature

3.2 AFTERMARKET CONTENT, GENERAL REQUIREMENTS

The contractor shall procure all required resources, supplies, equipment, and perform all equipment installation to produce the vehicles. The base vehicles will be shipped from the OEM to the place of performance. The work shall be executed at a single location to assure uniformed installation processes. The effort includes installing communications, electrical, lighting, and support equipment to produce fully-functional vehicle capable of supporting law enforcement operations. The VEHICLE shall meet all applicable DOT and FMVSS safety standards after modification. Modifications shall not disable vehicle OEM features, unless specified within.

3.3 CENTER CONSOLE

One (1) center console shall be provided, Troy Products model CC-PI-L-18, or equal, shall be provided. The center console shall include cup holder, filler plates, mounting for siren control, two (2) power ports for 12-volt ignition, USB and Aux input jack for mobile devices, and mounting provisions for warning and flood light controls. The center console shall be installed in accordance to manufacturer’s instructions between the two front seats.

3.3.1 CENTER CONSOLE ACCESSORIES

The center console shall include mounting and installation provisions for the following equipment.

a. Provisions to mount one (1) Motorola 05 Control head for APX7500 radio

b. One (1) Troy Products model FP-MXTL2500, face plate for radio

c. One (1) Whelen Cencom remote control head

d. One (1) Troy Products model FP-WCENCOM-JD face plate

e. One (1) Troy Products model FP-AP2, 2” face plate with two (2) DC outlet holes

g. One (1) Troy Products FP-BLNK1/2, 1” +2" filler plates as required

i. One (1) Troy Products AC-INBHG, 4” internal dual beverage holder

3.4 LAPTOP PACKAGE

One (1) heavy duty passenger side lap top mount, Troy Products CM-PSPI-SL-1300,or equal, shall be provided. The lap top mount package includes the base plate, pole with adjustable handle, swing arm motion device with tilt-swivel, and stability support arm.

One (1) universal mount for laptops with widths up to 17 inches shall be provided. The mount shall be installed on the swing arm.

One (1) 90 watt DC to DC lap top power supply shall be provided compatible with Dell model 6340 6430 laptop. The power supply shall be securely mounted inside the console or under dash and hardwired to the vehicle’s electrical system

3.5 WEAPON MOUNT

One (1) long gun mount, Blac Rac model 1080E-25018, shall be provided and installed in the trunk. The mount shall secure the M4 rifle will be equipped with an EOTECH, vertical grip, and M3X light, either open or closed stock, with magazine in. The first M4 rifle variant is model FSM4FTR14 with flat top, open stock, fwd rail and 14 inch barrel. The second M4 rifle variant is model FSM4FTRCS14 with flat top, closed stock, fwd rail, and 14 inch barrel. The gun box provisions shall accommodate both variants.

The weapon mount shall not interfere with spare tire access or other equipment mounted in the trunk. The weapon mount shall prohibit (by mechanical restriction) the ability to chamber a round while the weapon is secured. The weapon mount shall prevent the ability to remove the magazine while the weapon is secured. The weapon mount shall restrict access to the take-down pins, trigger group, and magazine release.

The weapon mount shall secure the weapon with a unique styled key-locking mechanism, which requires a unique specific key to open (or release) and secure. The electric unlock function shall not operate unless the key is in the ignition position.

3.6 EQUIPMENT TRAY

One (1) 38 inch wide equipment tray, Troy Products model AC-TRAY-38, or equal, shall be provided in the rear trunk.

One (1) 38 inch wide fence for the equipment tray, Troy Products model AC-FENCE-PI-38, or equal, shall be provided.

3.7 RESERVED

3.8 PORTABLE RADIO CHARGER AND MOUNT

One (1) Astro XTS Tri-Chemistry portable radio charger with an integral mount, Motorola model WPLN4208D, shall be provided. The charger shall be installed between the seats on the console mounting plate

3.9 RADIO PREP PACKAGE

FPS shall provide and install, after acceptance and delivery, one (1) each Motorola VHF APX7500 type radio with 05 control head for drivers use.

The contractor shall provide and install 12VDC power provision for radio installation in the console and rear cargo area.(Battery +/- and Switched Ignition in both locations) . The cable ends shall be a minimum length of 18 inches.

The contractor shall supply and install the following cables).

One (1) Motorola model HKN6169B, remote mount data cable 17 feet length.

The contractor shall provide and install an auxilliary radio speaker rated at 7.5 watts, Motorola model B18, near the center console.

The contractor shall provide and install the following antennas. Coaxial cable shall be provided and installed from the antenna to the rear cargo . The rear cargo end of the cable shall be terminated. The rear cargo cable end shall be a minimum length of a 24 inch loop. The GPS antenna location shall be to the front of the roof, the UHF antenna shall be in the middle of the roof, and the VHF antenna shall be to the rear of the roof.

The contractor shall provide and install a magnetic microphone clip conversion kit, Parr Public Safety model MMSU-1, or equal, shall be provided and installed by the contractor.

All antennas, cables, mic clips, speakers, and integration shall be supplied and installed by the contactor. All cabling, antennas, and interconnects shall be routed and installed in accordance to manufacturers’ specifications to minimize risk of electromagnetic interference.

3.10 DC ELECTRICAL SYSTEM

All DC wiring shall be in accordance with the applicable portion of SAE J1292.

All DC wiring mounted to the chassis or outside the body shall be stranded copper conductors.

All DC wiring shall be routed in flexible loom or conduit (tie wraps are not acceptable) and in accordance to the OEM’s Body Builder Layout Book.

All wiring shall be secured to prevent snags and pinching that could damage or disconnect the wire.

The wiring terminals used in all DC wiring shall grip the wire insulation as well as the conductor.

Fasteners, conduit, and conduit fittings for electrical wiring shall not exhibit electrolysis with adjacent materials.

Exterior wiring shall be accessible for replacement without removing any component of the SUV.

Grommets or electrical bulkhead fittings shall be employed for any wire passing through a structural member.

All DC wire shall be color-coded as specified in SAE J1292.

The wire and circuit breaker size shall be as follows:

Corrosion protective coating shall be applied between ground lugs and the vehicle chassis.

Electrical conductors and cables routed in conduits and looms shall be continuous in length, connections, taps, splice, terminations shall not be concealed in conduit or loom unless reviewed and approved in advance by the government.

Conductors and cables may be terminated with the electrical/electronic devices’ mating type connector or the vehicle OEM approved and released wire splice tool kit and procedures. Otherwise, the use of aftermarket butt splice, push-on (spade), bullet, ring, insulation displacement types of connectors are prohibited unless reviewed and approved in advance by the government.

Conductors and cables, rated up to 20 amperes, shall be terminated with environmentally sealed electrical connection system. Weather pack flexible pin and sleeve terminals with dual locking tangs shall be installed with calibrated ratchet type crimpers. Self-lubricating seals shall be installed on all-weather pack terminals. Connector housings shall be either in-line or panel-mount types.

The DC system shall be installed in accordance to the OEM’s Modifier/Upfitter Guide

3.11 DC ELECTRICAL DISTRIBUTION AND CONTROL

In addition to the OEM provisions, One branch circuit shall be dedicated for the specified radio, radio chargers, weapon rack, and the emergency light/siren system. The circuit shall be protected by Buss Series 18X Hi-Amp Circuit Breaker or equal. Switches shall be located on dash, near the dash, or the console. Multiplexed wiring systems shall be installed to the extent possible

A programmable time delay off relay shall be provided and installed. The off time delay shall be programmable and user adjustable for a period up to 8 hours. The relay shall be controlled via the vehicle ignition. The relay shall be rated a minimum 30 amperes at 12VDC. The specified radio, warning light/ siren, and computer power supply systems shall be connected to the relay.

3.12 EMERGENCY LIGHTING AND PA/SIREN

The vehicle shall be equipped with a complete all LED emergency lighting system, Whelen, or equal, with siren and PA and other controllers, relays, harnesses, and up-fit items as required. All equipment shall be installed in full compliance with manufacturer's guidelines and recommendations. The system shall be installed in accordance to the OEM’s Modifier/Upfitter Guide. The installation shall include the integration (cables, connections, and programming) for the features specified in section 3.1.1.

Detailed layout and electrical schematics shall be created depicting the design solution.

The Whelen Cencom controller shall be installed on the equipment tray included with the specified rear cargo mount (section 3.6)

The controller shall be configured as follows:

The siren shall be disabled whent the vehicle transmission is in park position.

The emergency lighting and siren system shall include:

3.13 ANTI-THEFT SYSTEM

The vehicle shall be equipped with an anti-theft system that maintains functionality of all electronic functions including environmental controls, radios, lights, computers, etc….. without leaving the vehicle vulnerable to theft. The system shall be activated anytime the key is removed from the ignition. The alarm shall be a Pro Guard Safestop system, model SS0002, or equal. This requirement may also be fulfilled with an OEM solution such as a police engine idle with key removal feature.

3.14 RECHARGEABLE FLASHLIGHT

One (1) heavy duty rechargeable Nickel Metal Hydride (NiMH) battery, with LED rated at 643 lumens, flashlight, Maglite model Mag Charger LED System, or equal, shall be provided. The color shall be black. The charger shall be wired to the vehicle and the cradle shall be installed.

3.15 FIRE EXTINGUISHER

One (1) 5 pound minimum fire extinguisher, BC dry chemical, shall be mounted in the rear equipment tray

3.16 CONSPICUITY MARKINGS

Conspicuity markings shall be provided and installed. A vehicle engineering layout drawing with markings shall be created and provided by the contractor. The final design and placement of all markings shall be reviewed and approved by FPS prior to installation The markings shall include:

3.17 VEHICLE OPERATOR, PREVENTIVE MAINTENANCE, SERVICE, PARTS AND ELECTRICAL SCHEMATICS

MANUALS

The operator’s manual and full shop parts and service manuals shall be provided for each vehicle, in electronic format. In addition, operating and maintenance manuals for all body installed equipment/systems and components shall be furnished with each vehicle. Literature shall include all systems and component items furnished on the VEHICLE

including but not limited to the following: the Operator’s Manual, Service Manual, Parts Catalog, Lubrication Charts, base vehicle modifications and upgrades, hydraulic system, generator system, converter, breaker panel, lighting components, a/c system, heater system, and any other component furnished. The service manuals shall include 12 VDC and 115 VAC as built wiring diagrams. All body, sub-systems, and equipment requirements described above shall be collected, sorted, and functionally organized in both hard copy binders and electronic formats.

Manuals shall be furnished and well organized, thoroughly cross-indexed and authentic with no extraneous material such as advertisements or irrelevant information. The publications shall be designed for continuous, long-term service, especially with regard to the loose-leaf feature. The contractor’s publications shall be in loose-leaf form, on good grade paper, and with punched holes reinforced with plastic or metallic material. Supplier manuals shall be purchased and may be furnished “as is”. Within the manuals, the vehicles shall be treated as a whole and not as a grouping of disassociated parts from various suppliers. It shall be the responsibility of the contractor to insure that all of the suppliers' subsystems are presented in sufficient detail to present a complete and clear picture of the whole VEHICLE and that terms and functional designations of wires and components are consistent throughout. The material in all manuals shall be identically organized and indexed with compatible numbering.

The manuals below are required for each VEHICLE and shall be provided to the Government in the quantities and categories as follows:

3.17.1 VEHICLE OPERATOR’S INSTRUCTION MANUAL

The Operator's Instruction Manual shall contain all information needed for the optimum operation of the vehicles; including general vehicle familiarization material, location, function, and operation of all controls, indicators, switches, and emergency procedures and trouble diagnoses.

The manual shall be logically organized with systems and elements considered in descending order of importance. Care shall be taken that all statements are clear, positive, and accurate with no possibility of incorrect implications or inferences. The manual shall be bound together and an appendix shall be provided.

3.17.2 VEHICLE PREVENTIVE MAINTENANCE MANUAL

The Preventive Maintenance Manual shall enable the maintainer to perform the periodic inspection and preventive maintenance tasks. These shall include all lubrication and inspection requirements for all apparatus requiring such work on a periodic basis to maintain the VEHICLEs in satisfactory working order. The contractor shall ensure that all apparatus supplied has an inspection interval determined by the component manufacturer.

The manual shall contain a detailed description of each component to enable a maintainer to maintain the vehicle. The manual shall include a complete systematic procedure for long term periodic maintenance requirements for all components. The manual shall be bound together and an appendix shall be provided.

3.17.3 VEHICLE SERVICE MANUAL

The Service Manual shall enable the technician to perform diagnostics and repairs of the completed VEHICLE. The Contractor shall ensure that all apparatus supplied is covered by the manual. The manual shall be bound together and an appendix shall be provided.

UNMARKED VARIANT

The Diagnostic and Troubleshooting section of the manual shall enable the technician to troubleshoot, adjust, and complete running repair for all systems on the vehicles. Running repair is the diagnosis and correction of any subsystem or component malfunction by adjustment, repair or replacement in order to return the vehicle to service in a reasonably short period of time. The section shall include a general description and operation of each system, block diagrams, signal flow diagrams, detailed schematics with narrative and functional wiring and piping diagrams.

3.17.4 VEHICLE PARTS MANUAL

The Parts Manual shall enumerate and describe every component with its related parts and Contractor part numbers.

Supplier part numbers shall be included in their respective manuals. Cut-away and exploded drawings shall be used to permit identification of all parts not readily identified by description. Each part or component shall be identified as being part of a functional group. An important aspect of the parts catalog shall be the complete itemization of all servicing materials (oils, paints, special compounds, greases, other) required on the vehicles and the component requiring its use.

The manual shall be bound together and an appendix shall be provided.

3.17.5 VEHICLE ELECTRICAL SCHEMATICS MANUAL

The Electrical Schematics Manual shall enumerate and describe every component with its related electrical schematics and Contractor electrical schematics. Supplier schematics shall be included. The manual shall be bound together and an appendix shall be provided.

4.0 TESTING, INSPECTION/ACCEPTANCE, AND TRAINING

Every vehicle shall undergo testing and inspection performed by the contractor. The contractor shall provide the Government with documentation of the testing. All deficiencies identified during testing and inspection shall be documented and resolved prior to delivery of each vehicle.

4.1 VEHICLE WEIGHT AND PAYLOAD ESTIMATES

The completed vehicle shall be weighed to determine the curb weight and the available payload capacity and distribution.

Occupant weight shall be calculated at 175 pounds per seated position. Data for all content shall be compiled, calculated, and recorded in accordance to instructions and format contained in the NTEA ULTRAMOD spreadsheet.

4.2 VEHICLE ROAD TEST

All vehicles shall be road tested. The road test shall be for a minimum of 10 miles. The road test shall be considered successful if all mounted and items remain secure and operational.

4.3 VEHICLE IDLE TEST

All vehicles shall be idle tested with all electrical equipment activated, emergency lights on (less siren). The idle test shall be for a minimum of 1 hour. The idle test shall be considered successful if all equipment and the vehicle remain functional (no shutdowns) and within normal operating (stable) temperatures and conditions. The ambient temperature shall be recorded.

4.4 VOCATIONAL TEST

For each vehicle, all equipment shall be functionally tested and verified to operate in accordance with manufacturer’s operating instructions and to the government’s satisfaction.

4.5 TRAINING

One (1) day of field training shall be provided for a minimum of six (6) government personnel at contractor’s place of performance. Training shall be conducted by technicians with in-depth knowledge of the vehicles and equipment to ensure that all student questions are thoroughly answered. Training shall be a combination of classroom demonstration and hands-on use of the equipment. The contractor shall provide a training program, including but not limited to a training syllabus within 90 days after receipt of order. The contractor shall provide all materials required for the training of government personnel. A video of the training shall be provided to the customer at the completion of the training for customer use as a refresher. The video shall cover the same material and details as the class work. The training shall

include written procedures on proper start up, operation, and shutdown of the vehicles. Training shall also include a recommended preventive maintenance schedule and procedures for the scope of work contained within.

4.6 INSPECTION/ACCEPTANCE

The contractor shall furnish a first order (FO) vehicle for verification as meeting the requirements herein. The FO shall be, prior to offering for verification by the Government, complete in every respect, i.e., all components, equipment, and accessories assembled and installed and operational. Prior to presentation, the FO shall be fully inspected for compliance with all contract requirements by the contractor’s quality inspectors. Such inspection results, including any interim inspections, shall be documented and presented to the government representatives with the FO. Inspection results shall include all deficiencies found and the corrective actions taken. Upon Government approval of the FO, production methods shall assure that subsequent vehicles are identical to the approved FO. The inspection of the FO shall be videotaped or recorded by digital photographs and the video or photographs shall include pictures showing the assembly of all major subassembly components. After Government acceptance of the FO, the contractor shall only substitute materials, components, or assemblies upon government acceptance of such and embodied in a contract modification. Upon acceptance of the FO, the vehicle shall be shipped in accordance with shipment terms of the contract. The contractor shall produce two copies of the videotape or two copies of the digital photographs of the FO. One copy shall be retained by the contractor as an approved sample; the second copy shall be retained by the GSA Engineer. Failure of the FO to meet the requirements of the specifications may be cause for the Government to refuse acceptance of all vehicles until corrective action has been taken.

All vehicle orders shall be presented for Government verification of inspection, and shall be accompanied by documented evidence of contractor, interim and final inspection as required above for the FO.

5.0 WARRANTY

The contractor shall provide a 3 year/36,000 mile warranty. The warranty shall include the commercial furnished equipment warranties, including all other parts and components required herein, against parts failure or malfunction due to design, construction or installation errors, defective workmanship, and missing or incorrect parts, for a minimum period of 3 years/36,000 miles from date of acceptance. Some components may require the purchase of an extended comprehensive warranty from the manufacturer to meet the minimum terms. If the contractor receives from any supplier or subcontractor additional warranty on the whole or any component of the vehicles, in form of time or mileage, including any prorated arrangements, or the contractor generally extends to its commercial customers greater or extended warranty coverage, the government shall receive corresponding warranty benefits. The warranty coverage shall begin when the Government accepts the vehicles from the contractor FOB point of origin/destination.

Labor, parts, shipping cost, per diem and travel for warranted repairs within the Continental United States (CONUS), shall be the responsibility of the contractor. This shall include 3rd party Original Equipment Manufacturer (OEM) selected vendors for corrective action or warranty issues on the vehicle if applicable. Warranty registration cards shall also be provided as applicable. The contractor shall furnish the Government with warranty certificates showing evidence that the warranty requirements above have been met.
