Amendment 002 – Continuation of Standard Form 30

1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE

RFP

Q1: Once our firm submits pricing to GSA via the Submit button in AutoBid, will we be able to change those prices before the closing date of AutoBid or are they locked in?

A1: Vendors can make changes in AutoBid and resubmit up until the AutoBid closing date/time outlined in the solicitation. If any changes are made, the vendor must hit resubmit or it won't transmit correctly.

If you have any issues, please contact automotiveedi.partnerships@gsa.gov for Systems-specific assistance.

Q2: Should our firm resubmit the same Technical Exceptions and Brand Name or Equal documents if they have already been approved (for base vehicle and LU options)?

A2: The current purchase descriptions posted with the solicitation account for any approved amendments to legacy requirements documents for the LU option packages. This is also a new offer/potential contract, and each action must stand on its own merits. Acceptance of an exception or brand name/equal request on a past contract does not carryover to this new offer/potential contract, with the exception of approved changes that have been incorporated into the current purchase descriptions. Each firm is responsible for reviewing the current purchase descriptions, and providing a

Technical Exceptions Worksheet and Brand Name or Equal worksheet based on the current purchase descriptions and Schedules of Items posted with the solicitation (as amended). If any issues are unresolved or remain ambiguous, your firm should include those in the spreadsheets provided with the solicitation for evaluation.

Q3: If 2018 model year MPG data is not available for a particular line item, should the MPG field be left blank? Or should the field be populated with 2017 MPG data with a note added to the technical exceptions worksheet?

A3: For line items without current 2018 MPG data available, please insert “0” in those fields and GSA will work with offerors and awardees to resolve prior to opening the line item in accordance with

Section C.10 – AutoChoice Availability of Awarded Items. Do not insert MPG data on the Technical

Exceptions Worksheet.

Q4: For Attachment G19 - option LU44, are the vendors responsible for providing the radio control head, or are they responsible for mounting provisions? Section 3.3.1 asks to provide the control head, section 3.9 says FPS will provide.

A4: FPS provides and installs all radio equipment, including the control heads after delivery. As a matter of clarification, LU44 Section 3.3.1 defines provisions for mounting the control head.

Q5: For Attachment G19 - option LU44, which model Dell laptop is utilized? Should it be Dell 6340 or

Dell 6430?

A5: FPS confirmed they use the Dell model 6430 laptop. The purpose of identifying the model of laptop in the GSA requirements is for purposes of providing a compatible power supply. Vendors are not responsible for providing the laptop itself. The laptop mount specified is a universal type.

Q6: Our research indicates BIN numbers are no longer valid. Should our firm insert N/A for this information?

A6: GSA concurs that obtaining BIN information is no longer necessary. GSA deleted option “EMIS” from the “Other Features” tab, and AutoBid should no longer request this information.

Q7: In Attachment L - Weekly Vendor Status Reports Submission Requirements, looking at the layout and the Option column it shows data as "O" (optional) for GVWR (Excel Column U), Fuel Type (Excel

Column V) and so on. Please confirm our firm does not need to provide this data in our weekly reports to GSA.

A7: The GVWR and Fuel Type columns are, in fact, required for the Light Vehicles program. Because not all GSA Vehicle Purchasing programs require the GVWR (Excel Column U), Fuel Type (Excel

Column V) and so on, these fields are labeled "optional" from a Systems perspective. The "general comments" field at the bottom of Attachment L - Weekly Vendor Status Submission Requirements -indicates those fields that are "optional, but required as applicable:

For basic Systems submission requirements, GVWR and Fuel Type are not required. The mandatory fields are Vehicle Order Number, Contract, Case Number, and Status, as identified in the

RFP. However, specifically for the Light Vehicles program the GVWR and Fuel Type columns are required and need to be submitted with Status Reports under this program. GSA can provide additional guidance if any additional questions arise from a field identified as optional, but required as applicable.

8) ADD OPTION PEPP TO ITEM 17

This option was not previously available under Item 17. GSA reactivated this option for Item 17. No updated Schedules of Items are provided, but the option should now be available in AutoBid.

9) PROVIDE THE EFFECTIVE DATE FOR BLOCK 3 OF AMENDMENT 001 AS
