SECTION A. BACKGROUND
The University of Rhode Island (URI) is seeking engineering consulting services specializing in the computer modeling of utility systems including water, sewer, stormwater, steam, natural gas and electric on all campuses including Kingston (including East Farm and Peckham Farm), Narragansett Bay (NBC), and W. Alton Jones. The selected vendor or team will build these utility models in the first contract year. The vendor will meet regularly with URI to update these models. Lastly the vendor will perform modeling as requested by URI to evaluate the effect proposed, new and renovated buildings have on these models and what improvements are needed to these utility systems to meet the needs of the University. Due to the number of utility system withing this scope it is encouraged that vendors form teams to provide this expertise.
URI maintains ESRI GIS geodatabases on each utility system. Pertinent utility systems information includes:
• Steam and condensate system GIS layer identifies pipe location, age, make, model, size.
Mapping is 98% accurate and complete. Distributed steam is only on the Kingston Campus.
• Natural gas lines are University owned and operated and include six master meter utility connections. Gas distribution is on Kingston and NBC campuses. GIS layer identifies pipe location, size, material. Mapping is 80% accurate and complete.
• Water systems include the Kingston Campus system, water distribution on the NBC and three systems serving W. Alton Jones. All campuses are mapped in GIS and include location, pipe size, age, material. GIS layer is 95% accurate and complete. An existing water model in Water GEMS exists for the Kingston Campus that was recently updated to design a new water tower.
• Sewer collection systems include the Kingston Campus, NBC and septic systems on W.
Alton Jones. The GIS includes pipe location, size, material, age. GIS layer is 95% accurate and complete. Elevation data of rim and inverts is not provided.
• Stormwater system includes collection systems, BMPs, underground infiltration systems, manholes, catch basins and outfalls located on the Kingston and NBC campuses. The GIS layer is 70% accurate and complete. GIS layer identifies pipe location, pipe size, pipe material, manholes, catch basins, outfalls. Elevation data of rim and invert is not provided.
• Electric distribution includes University-owned electric distribution on the Kingston Campus and W. Alton Jones. Buildings on the NBC campus are served directly from Rhode Island Energy. URI has retained CHA Consulting, Inc. to provide electric distribution design support services, maintain a high and medium voltage electric one line diagrams for the Kingston Campus and GIS support. The GIS layer shows overhead and underground electric distribution including poles, ductbanks, manholes, transformers, 2018-1 Page 3 of 5 Revised 08/18/2025 switches, etc. GIS information is 850% accurate and complete. CHA is updating a 2017 era electric SKM power model that is about 70% complete.
SECTION B: SCOPE OF WORK AND REQUIREMENTS
The intent of this contract is to provide the University with complete computer utility models that are used to evaluate new loads and improvements necessary to meet the utility needs of the University. The scope of work includes the following services:
1. Project management and coordination include scheduling and conducting virtual project meetings every two weeks until the models are completed.
These meetings will include submittal of agendas, running the meetings, preparation of minutes and action tasks. Project management will also include preparation and submittal of invoices, proposals, and paperwork needed to manage and complete the project.
2. Building utility models which includes collection of URI existing utility data including GIS layers, existing models, new building plans, utility use data, and any other records needed to develop and calibrate the models. The vendor shall include age and condition of network components and allow for the addition of future condition information (video and documents). The vendor shall perform a model calibration process and identify what field measurements will be needed to complete calibration to the satisfaction of industry standards and URI. Vendor shall specify what additional information will be needed and include development of that information in their technical proposal and cost estimates. Development of the utility models must be in an open format or off the shelf modeling software. No proprietary software programs are allowed. Its preferred that the modeling software has a cost estimating feature for pipe replacement and can consider age and condition in setting pipe replacement priority.
3. The first contract year will also include some model simulations to support proposed projects. These simulations will be limited to models of utility systems that are near completion.
4. Quarterly model updates include a quarterly virtual meeting to review all utility updates over the past three months and adding these utility changes to each model. Vendor shall submit updates to URI for approval prior to making the changes permanent.
5. Perform model simulations to evaluate proposed new campus development and utility modifications that include evaluating new loads or alterations to the utility network and developing reports of utility usage impacts and developing reports on the ability of each utility to serve the new load or alteration and its impact to the existing utility load. Reports should also include areas of limiting flow/service and recommendations on utility network modifications.
