About this file

This document is a Quality Assurance Surveillance Plan (QASP) for an independent medical review contract with the Office of Personnel Management (OPM). The QASP details rigorous performance requirements for medical and dental specialist services, including strict criteria for specialist selection, review processes, and deliverable quality. Key performance standards include:

Medical specialist selection requirements mandate board certification, active licensing, no sanctions, and no conflicts of interest. Each medical review analysis must provide a detailed case synopsis, accurate assessment of medical inquiry questions, credible scientific literature citations, and verification by the contractor's medical director. The plan includes comprehensive surveillance methods with 100% performance review, quarterly performance evaluations, and a robust incentive/disincentive structure. Potential consequences for non-compliance range from payment reductions (50-75%) to complete nonpayment and potential contract non-renewal, emphasizing the high standards required for this medical review service.
