About this file

This document is a Solicitation Amendment detailing Instructions to Offerors for a Federal and Postal Employee Health Benefit Independent Medical Review contract opportunity with the Office of Personnel Management (OPM). The solicitation requires offerors to submit a technical proposal and a price proposal, with strict formatting guidelines including a 60-page limit for the technical proposal using Times New Roman 11-point font. Key technical proposal requirements include a technical capability summary, experience and past performance documentation, a detailed technical approach describing medical review processes, qualifications of professional staff (including resumes and specialist lists), and five medical review writing samples across specialized medical domains like psychiatry, hematology/oncology, and rehabilitation.

Offerors must submit proposals via email to Matthew Manning at OPMContracting@opm.gov, with all communications and questions directed to this contact. The proposal must include a prime contractor overview, staffing plan, subcontractor details, and references demonstrating similar service experience. The price proposal must include a signed Standard Form 1449, completion of specific form blocks, and a Quality Assurance Surveillance Plan. The government anticipates adequate price competition and will not initially request certified cost or pricing data, though they reserve the right to request additional supporting information if needed. Proposals must be signed by an authorized official, with potential penalties for false statements under 18 USC 1001.
