About this file
QASP Summary
This is a Quality Assurance Surveillance Plan (QASP) document for the PM MAGTF C2 PMO Support Services contract. The QASP establishes performance standards and monitoring procedures to ensure the contractor meets contractual requirements for providing total life cycle acquisition services to the Program Manager, Marine Air-Ground Task Force Command and Control (PM MAGTF C2) Program Office. The document outlines performance metrics across multiple service areas including administrative support, business and acquisition services, financial analysis, program management, portfolio team activities, and strategic analysis. Key performance areas address the quality and timeliness of acquisition products, program documentation, recommendations, and process improvements that support the PM MAGTF C2 Program Office operations.
The QASP specifies acceptance criteria, inspection methods, and performance thresholds for evaluating contractor deliverables and services throughout the contract performance period. Surveillance activities include monitoring compliance with established procedures, reviewing the quality of acquisition products and documentation, and assessing the contractor's ability to meet scheduling and delivery requirements. The plan defines roles and responsibilities for government quality assurance representatives and establishes procedures for documenting performance issues, implementing corrective actions, and maintaining records of surveillance activities. Performance failures or non-compliance issues are addressed through a structured remediation process designed to ensure continuous improvement and sustained contractor performance in support of the PM MAGTF C2 Program Office mission.

Quality Assurance Surveillance Plan for Program Office Support Services
Program Manager, Marine Air Ground Task Force (MAGTF) Command and Control (C2)
24 August 2026
1. Introduction.
This Quality Assurance Surveillance Plan (QASP) is the Government’s plan for overseeing Contractor performance and helping ensure successful performance of all contract tasks. This plan is a systematic method to evaluate Contractor performance with principal focus on “what” the Contractor delivers and not “how” the Contractor accomplishes each task. The plan is designed so Government surveillance is limited to verifying Contractor performance of the objectives delineated in the Performance Work Statement (PWS).
2. Responsibilities.
The Contractor, not the Government, is responsible for the management and quality control of its actions necessary to meet the terms of the contract. Good management and use of an adequate quality control plan helps the contractor operate within contract performance requirements.
The Contracting Officer Representative (COR) is the principal Government official performing quality assurance surveillance; inspection and acceptance of contractor performance/deliverables. The COR monitors performance in an objective, fair and consistent manner. COR evaluations will be documented and filed for proof-of-inspection, potential audit and future reference. Copies of significant surveillance documents will be provided to the Contracting Officer in a timely manner. The COR’s records are part of the official contract file.
3. Methods of Assessment.
The Government’s COR is solely responsible for ensuring all surveillance activities in this QASP are accomplished in a timely and effective manner. The COR’s specific duties, responsibilities and authorities are contained in the COR appointment letter issued by the Contracting Officer.
The Performance Requirements Summary (PRS) in the PWS identifies principal requirements/deliverables under the contract. It identifies performance indicators, recognizes thresholds for acceptable quality levels and establishes methods of assessment. The COR will accomplish integrated assessments of Contractor performance using four methods of measure:
A. COR Engagement. The COR will directly engage and survey the Contractor during the contract period of performance. There will be almost daily opportunities for the COR to have contact with Contractor employees. Additionally, the COR will have almost daily contact with Government recipients of Contractor support. Thus, on an almost daily basis, the COR will witness the Contractor’s performance in all five areas of support: operations services, program management, software license management, data and systems management, and financial analysis. This offers the COR timely opportunities to identify/resolve issues and concerns in a pro-active manner rather than reactive manner.
B. Government Recipient Assessment. The COR will be aided in its surveillance duties by various recipients of Contractor support; specifically, the ART leads. These include: Agile Release Trains (ARTs) within PM MAGTF C2: Portfolio Management Team (PMT), Solutions and Integration Team (SIT), Mission Command Applications (MCA), Combat Control Applications (CCA), Common Services Applications (CSA), Hardware and Infrastructure, and Product Support and Sustainment as well as Assistant Program Managers (APM) for Finance, and Program Management. On a daily basis they’ll receive support from the Contractor. Their first-hand review/inspection of the Contractor’s outputs is an excellent point of measurement of their performance. The COR will solicit inputs/assessments of the Contractor’s performance from these principals on a regular basis. The COR will review their assessments and take action as necessary. The inputs and assessments will be integrated into an overall, ongoing assessment of Contractor performance. The documentation will be incorporated into the COR’s files and become part of the official contract file.
C. Monthly Status Report. The Contractor will deliver monthly status reports (MSR) to the COR to include significant work accomplished; trips taken; work and travel planned for the next 90 days; monthly and cumulative labor hours expended; monthly and cumulative funds expended, by CLIN; and anticipated problem areas. The MSR serves as a comprehensive representation of monthly Contractor activities for the COR to review and further evaluate. The COR will take appropriate action as needed. The MSR becomes part of the COR’s file.
D. Quarterly Review. On at least a quarterly basis the COR will conduct a project review with the Contractor’s management team. These meetings offer an opportunity for direct dialogue with the Contractor to review and address issues of contract performance and/or other concerns.
