PROGRAM MANAGER, MARINE AIR GROUND TASK FORCE COMMAND AND CONTROL (PM MAGTF C2)

PROGRAM OFFICE SUPPORT

PERFORMANCE WORK STATEMENT

C.1 INTRODUCTION

C.1.1 Portfolio Acquisition Executive Marine Corps (PAE MC), Program Manager, PM MAGTF C2 is responsible for planning, coordinating, and executing comprehensive acquisition and sustainment strategies; developing business processes and procedures for respective areas of interest; and, analyzing its program portfolio inclusive of product support for the United States Marine Corps (USMC) acquisition programs and fielded assets. The on-going life cycle initiatives, Office of the Secretary of Defense (OSD) and Assistant Secretary of the Navy Initiatives, and USMC initiatives require expert knowledge of acquisition and sustainment for all levels of Department of Defense (DoD) Acquisition Category (ACAT) programs. Additionally, the Government maintains comprehensive knowledge and experience in providing senior leadership with expertise, oversight, verification, validation, and evaluation support, to ensure meeting all USMC assigned missions.

C.2 SCOPE

C.2.1 PM MAGTF C2 Program Office requires expert total life cycle acquisition services for all administrative, business, acquisition, finance, costs, program management, and Portfolio Team activities. The Contractor shall provide recommendations, assist in the development of draft acquisition products, and finalize acquisition products for the PM MAGTF C2 Program Office to include acquisition processes, procedures, program documentation, and shall also provide program and strategic analysis, finance, costs, business and operations services. The tasks outlined in this Performance Work Statement (PWS) represent the performance standards the Contractor shall meet relating to PM MAGTF C2 priorities to meet program and product events and milestones (MS).

C.2.2 Background C.2.2.1 The PM MAGTF C2 mission provides a central agent for the research, development, production, deployment, product support, and life cycle management of a portfolio of command and control systems that support the Marine Corps Operating Forces and Supporting Establishments in accordance with (IAW) the Department of Defense (DoD) acquisition process per DODI 5000.02.

C.2.2.2 The PM MAGTF C2 organization manages a complex portfolio of command-and-control systems by leveraging the Scaled Agile Framework (SAFe) to align strategy with execution. This framework organizes the program into seven distinct teams, each with a specific focus, all operating under the strategic guidance of a portfolio leadership team.

C.2.2.3 At the highest level, the Portfolio Management Team (PMT) governs the entire enterprise. It is responsible for defining overarching strategic Themes, managing large-scale initiatives known as Epics, and ensuring compliance across the portfolio. This team acts as the primary interface for demand management, deciding which large bodies of work will be funded and prioritized to best meet the strategic goals of the organization.

C.2.2.4 The strategic direction set by the PMT is then translated into actionable work for several Agile Release Trains (ARTs) and supporting teams:

1. Solutions & Integration Team (SIT): This team acts as a crucial link between the portfolio and the development teams. It takes the high-level Epics from the PMT and breaks them down into smaller, more manageable Capabilities and solutions. The S&I team ensures that the various systems being developed will integrate properly to deliver value to the warfighter.

2. Mission Command Applications (MCA): This team functions as an Agile Release Train (ART) focused on developing and maintaining a suite of core mission command software. This includes key systems like Joint Tactical Common Operational Picture Workstation/Marine Corps Common Handheld (JTCW/MCH), Theater Battle Management Core System (TBMCS), and Global Command and Control System (GCCS). Their primary goal is to deliver user-facing features and functionality for these critical applications.

3. Combat Control Applications (CCA): Like MCA, this team is an ART dedicated to a specific set of applications used for combat control, such as CAC2S, CTN, and TWB. They work in a synchronized cadence to build, test, and release new software capabilities.

4. Common Services Applications (CSA): Functioning as a "Shared Services" team, this group develops and maintains services that are used by multiple applications across the portfolio. By providing common solutions like chat (CHAT), tactical data links (TDOL), and C2 Gateway (C2 GW), they eliminate redundant work and ensure consistency across the different ARTs.

5. Hardware & Infrastructure Team (HIT): This team serves as an "Enabler" ART, providing the foundational technology platform upon which the applications run. They are responsible for the servers, network switches, radios, and other essential hardware. Their work creates the architectural runway necessary for the software-focused teams to develop and deploy their applications successfully.

6. Product Support & Sustainment (PSS): This team closes the loop on the value stream by supporting all fielded capabilities. They manage software licenses and ensure that deployed systems remain operational and effective. The feedback they gather from the field is vital for informing the PMT and the development ARTs about necessary bug fixes, improvements, and potential new features.

C.2.2.5 Within the SAFe framework, these teams collaborate in a synchronized rhythm of Program Increments (PIs), which are fixed timeboxes. At the start of each PI, all teams come together for PI Planning to align objectives and manage dependencies. Throughout the PI, they develop and integrate their work, culminating in a System Demo where the new capabilities are demonstrated. This structured, iterative approach allows PM MAGTF C2 to deliver value incrementally, adapt to changing mission needs, and manage the development and sustainment of its entire command and control portfolio in a cohesive and agile manner.

C.2.3 Integrated Product Teams (IPTs) C.2.3.1 PM MAGTF C2, leads, manages, and coordinates all life-cycle acquisition processes and efforts through the implementation of multidisciplinary IPTs to ensure cost, schedule, and performance objectives are achieved for each program within the PM MAGTF C2 management portfolio. The Program Management Office (PMO) is comprised of Program Level IPTs supported by Assistant Program Managers (APMs) and a team of technical & special staff members responsible for specific disciplines within defense acquisition fields. These IPTs use various Working Groups (WGs), tiger teams, and task-organized panels to accomplish their missions, leveraging modern methodologies such as Agile frameworks. Examples of WGs within the IPTs include: the System of Systems WG, the Network WG, the Cyber Security WG, the Requirements WG, and the Training Products Review Board. PM MAGTF C2 IPTs are collaborative forums composed of representatives from appropriate functional disciplines working together to build successful programs, identify opportunities, resolve risks and issues, and make sound and timely recommendations to facilitate pragmatic programmatic decision making.

C.2.3.2 All IPTs, WGs, and focus tiger teams contain Government civilian professionals within the PMO and supporting activities, military Officers and Staff Non-Commissioned Officers, services Contractor personnel, and contracted vendor supplier representatives. The PM MAGTF C2 IPTs conduct all programming, sustainment and readiness, complex technical development, integration, and testing reviews and decision-making endeavors. The IPTs emphasize the involvement of all stakeholders (users, customers, management, developers, Contractors) in a collaborative forum to leverage industry best practices, using disciplined systems engineering methodologies, total life cycle sustainment, contract management, and total ownership financial management with the primary focus on meeting and maintaining the operational requirements and capabilities of the Fleet Marine Forces.

C.2.3.3 PM MAGTF C2 IPTs achieve success by embracing robust Integrated Product and Process Development (IPPD) processes that optimize concurrent sustainment and new capability development. IPPD processes ensure engineering efforts use a systematic approach to the integrated, concurrent development of product enhancements via Engineering Change Proposals, and ensure its associated production and sustainment processes satisfy Marine Corps needs. The PM MAGTF C2 IPTs adhere to the following ten tenets to optimize the programmatic efforts and their engineering and sustainment processes to meet cost, schedule, and performance objectives:

The Contractor shall ensure that all required computer assets are maintained, serviceable, and functional throughout the period of performance of the contract. For any computers that are connected to the MCEN, the Contractor shall procure only those makers and models listed on the Marine Corps Enterprise Desktop Standardization (MCEDS) Supported Models list. The Contractor shall deliver to the COR all computers requiring connectivity to the MCEN. The COR will facilitate reimaging of these computers for authorization to connect to the MCEN. Upon completion of reimaging, the COR will notify the Contractor that the computer(s) are available for pickup and are now authorized for connection to the MCEN. The completion time for MCEN imaging is anticipated to take approximately no more than five business days from delivery of computer(s) to notification of pickup. Upon end of the contract term, whether via the end of any period of performance, termination, or otherwise, the Contractor shall return the assets purchased under the contract to the Government for disposition unless otherwise directed by the COR as provided under FAR 52.245-1(j).

C.6 SECURITY

C.6.1 Security Clearance and Access Requirements C.6.1.1 This contract will require the Contractor to have a Secret Facility Clearance and will require certain Contractors to obtain and maintain classified access eligibility. The Contractor shall have a valid Secret Facility Clearance prior to classified performance. The prime Contractor and all sub-Contractors (through the prime Contractor) shall adhere to all aspects of 32 CFR Part 117 NISPOM. All personnel identified to perform on this contract shall maintain compliance with Department of Defense, Department of the Navy, and Marine Corps Information and Personnel Security Policy to include completed background investigations (as required) prior to classified performance. This contract shall include a DoD Contract Security Classification Specification (DD-254) as an attachment. Certain Contractors will be required to perform IT-I/II duties that will require favorably adjudicated Tier 5/3 Level investigations. The Defense Counterintelligence Security Agency (DCSA) will not authorize Contractors to submit the necessary Tier Level investigations solely in support of IT level designation requirements but are required to submit investigations for those employees requiring both Secret access and IT-II designation. The Government Contracting Activity Security Office (GCASO) is required to submit any required investigations in support of IT-I level designations. The Contractor FSO is, however, required to establish, populate and own the DISS record of every Contractor processed for and/or issued a CAC or submitted for IT level duties. The Contractor is required to provide a roster of prospective Contractor employees performing IT-I duties to the MCSC Contracting Officer’s Representative (COR). This roster shall include full names, Social Security Numbers, e-mail address and phone number for each Contractor requiring investigations in support of IT Level designations. The COR will verify the IT-I requirements and forward the roster to GCASO. Contractors found to be lacking required investigations will be contacted by GCASO. This contract shall include a DoD Contract Security Classification Specification (DD-254) as an attachment.

C.6.1.2 Facility Security Officers (FSOs) are responsible for notifying the MCSC AC/S G-2 Personnel Security Office (PERSEC Office) at 703-432-3952/3490/3374 if any Contractor performing on this contract receives an unfavorable adjudication as any issued CAC would need to be Revoked and Retrieved. Due to Insider Threat concerns, the FSO is also requested to notify the PERSEC Office, within 24 hours of any adverse/derogatory information associated with the 13 Adjudicative Guidelines concerning any Contractor performing on this contract, if they have been granted classified access, issued a CAC and/or a MCSC Building Badge. The FSO shall notify the Government (written notice) within 24 hours of any Contractor personnel added or removed from the contract that have been granted classified access, granted IT designations, issued a Common Access Card (CAC) and/or a MCSC Building badge/access.

C.6.2 Common Access Card (CAC) Requirement C.6.2.1 The COR will identify and only approve those Contractor employees performing on this contract that require a CAC to perform their job function. In accordance with Headquarters, United States Marine Corps issued guidance relative to Homeland Security Presidential Directive – 12 (HSPD-12), all personnel must meet eligibility criteria to be issued a CAC. To meet the eligibility criteria, Contractor employees requiring a CAC must obtain and maintain a favorably adjudicated Personnel Security Investigation (PSI). Prior to authorizing a CAC, the employee’s Defense Information System for Security (DISS) record must indicate a completed and favorably adjudicated PSI or (at a minimum) that a PSI has been submitted and accepted (opened). The minimum acceptable investigation is a T-1 or a National Agency Check with Written Inquiries (NACI). If a Contractor employee’s open investigation closes and is not favorably adjudicated, the CAC must be immediately retrieved and revoked. CACs are not issued for convenience.

C.6.2.2 Facility Security Officers (FSOs) are responsible for notifying the MCSC AC/S G-2 Personnel Security Office (PERSEC Office) at 703-432-3490/3952 if any Contractor performing on this contract receives an unfavorable adjudication after being issued a CAC. The FSO must also immediately notify the PERSEC Office of any adverse/derogatory information associated with the 13 Adjudicative Guidelines concerning any Contractor issued a CAC, regardless of whether a DISS Incident Report is submitted.

C.6.2.3 Each CAC is issued with a “ctr@usmc.mil” e-mail account that the individual Contractor is responsible to maintain as active by logging in on a regular basis (at least twice a month), sending an e-mail and clearing any unneeded e-mails. Contractors issued a CAC are prohibited from “auto- forwarding” e-mail from their .mil e-mail account to their .com e-mail account. If the “ctr@usmc.mil” e-mail account is not kept active, G-6 will deactivate the account, and the CAC will also lose its functionality. Contractor employees shall solely use their government furnished “ctr@usmc.mil” e-mail accounts for work supporting the USMC, conducted in fulfillment of this contract, and shall not use a Contractor supplied or personal e-mail account to conduct official U.S. government business. The use of a Contractor or personal e-mail account for Contractor business or personal use is allowed, but only when using cellular or a commercial internet service provider.

C.6.2.4 If a Contractor loses their eligibility for a CAC due to an adverse adjudicative decision, they have also lost their eligibility to perform on MCSC contracts.

C.6.3 Proper Identification C.6.3.1 Contractors, including Subcontractors, shall provide for a clear distinction from Government personnel. Contract employees shall not act, advertise, or presume to be Government employees, agents or representatives. Contractor employees are required to appropriately identify themselves as Contractor employees at all times, including in telephone conversations, formal and informal written correspondence, paper and electronic; and in any other situations where their actions could be construed as acts of Government officials unless, in the judgment of the Government, no harm can come from failing to identify themselves. Contractor employees shall be introduced as Contractor personnel and always display distinguishing visible identification whether in conversations, meetings, and other forms of communication with Government personnel. Contractor personnel, while performing in a Contractor capacity, shall refrain from using their retired or reserve component military rank or title in written or verbal communications associated with the contracts for which they provide services. The Contractor shall incorporate the substance of this requirement in all subcontracts awarded under this contract.

C.6.4 Marine Corps Enterprise Network (MCEN) Computer Access C.6.4.1 Contractor personnel accessing Marine Corps Systems Command Information Systems must maintain compliance with United States Marine Corps Enterprise Cybersecurity Manual 007 Resource Access Guide. The CYBERC course consists of the DOD Cyber Awareness Challenge and the Department of the Navy Annual Privacy Training (PII). Contractors will have to create a MarineNet account to complete the required training.
