About this file
This is a Questions & Answers document #3 for bid specification B-47475 involving the Illinois Department of Transportation (IDOT). The document addresses three questions from vendors regarding Road Weather Information System (RWIS) parts and materials pricing requirements, with responses clarifying that line item #4 covers parts and materials, and that the estimated parts values listed serve as placeholders for ordering purposes rather than actual pricing requirements.
The pricing structure requires the awarded vendor to provide all parts and materials at vendor cost with no markup added. IDOT is not requesting a detailed price list from bidders, despite the current environment of changing tariffs, and expects vendors to simply acknowledge their commitment to provide materials at cost. The estimated parts values included in the specifications represent IDOT's projected spending over the contract term and function primarily as budget placeholders for future ordering activities.

Questions & Answers #3 B-47475
Q1 – “The bid specification in 2.2 says the ‘Vendor’s pricing is located in the Items Tab in the BidBuy Purchase Order.’ The item tabs do not list RWIS any parts.”
A1—Line item #4 is for parts and materials.
Q2: “In 2.2.1.3 Replacement Parts, the specifications say ‘Parts and materials shall be at Vendor cost.’ It also gives some estimated parts and does not ask for a price list.”
A2—We estimated a value of the parts that we might spend over the life of the contract and is more of a place holder for ordering purposes.
Q3: “Given the current environment with ever changing tariffs, is ILDOT expecting a price list or just acknowledgement that the Vendor will provide part and materials at the Vendor’s cost?”
A1: Per the contract and the line items in BidBuy we are not asking for a price list. IDOT is expecting the awarded vendor to provide materials and parts at cost with NO markup.
