About this file

This document is a set of questions and responses (Q&A) related to a solicitation for the roof replacement at the Maryland Department of Transportation (MDOT) Motor Vehicle Administration (MVA) Waldorf Branch. The project involves replacing the existing low-slope roofing system on Roof #1 and repairing and installing a new roofing system on Roof #2 at the Waldorf Branch location. Key details include the requirement to remove and reinstall existing antenna and light brackets, replacement of the roof curb for RTU-1, and replacement of the existing roof hatch with a new OSHA-compliant unit. The MVA will be responsible for disconnecting and relocating workstation equipment. Prevailing wage requirements apply, and the solicitation has a 24% Minority Business Enterprise (MBE) participation goal with no subgoals. There are no Buy American requirements for this project.

Regarding pricing, the Q&A indicates that the MVA will permit basic electrical tool hookups, and the contractor is responsible for any temporary heating or air conditioning requirements. The MVA does not set the prevailing wage rates, and there is no expected increase in the rates within the next fiscal year. The project is located in Charles County and the Walker Mill Census Designated Place (CDP) in Maryland.

V-WAL-24007-C Waldorf MVA Branch Roof Replacement Q & A No.: 1

ROOF REPLACEMENT FOR WALDORF MVA BRANCH

SOLICITATION NO.: VWAL24007C

July 11, 2023

QUESTIONS AND RESPONSES No.: 1

Question 1: Please confirm only RTU1's Roof curb is replaced as per drawing MD101 and RTU2's is reused?

Response: Confirmed. RTU-1 roof curb will be replaced because it will have different dimensions than the existing to be demolished roof curb. See Keynotes 2 on MD101 and 6 on MD101.

Question 2: Please confirm electric can be supplied by owner?

Response: Hookups for basic electrical tools will be permitted with MVA approval.

Question 3: Is a Certificate/Letter from the Roofing Manufacturer being a Certified Applicator for the roof system to be submitted with the bid?

Response: No. The installer’s certificate is a shop drawing submittal requirement in 07 54 00.

Question 4: Will the Antenna and Lights/rackets presently attached on top of the wall coping/metal panels be removed by others before work commences or are we to include in our pricing?

2 Pictures Attached

Response: Include antenna and light/racket removal and reinstallation as part of your bid.

Question 5: There is below roof deck work required on RTU1 which appears to be requiring scaffold and is over the counters (see pics.) Will the monitors be disconnected as required by MVA? Please Advise

Response: MVA will be responsible for disconnection and relocation of workstation equipment. Bidders should protect MVA workstations during the work. Any damage caused by the contractor will need to be fixed or replacement of MVA property.

Question 6: Per drawing AD102 in 2 areas ( it appears to be slab to slab) are to be demolished/removed to accommodate the new scuppers and downspouts to be installed.

Please provide Spec/psi for the concrete and/or a detail. Also please confirm it is to include the curb. See Attached.

Response: Follow MDOT Standard Specifications for Construction and Materials. Sidewalks are covered in Section 603. Include curbs per Section 602 of MDOT Standard Specifications. Concrete mix shall be as given in Section 602, 603, and 902.10.

Question 7: Drawing AD102 indicates saw-cutting the existing sidewalk, while the photos notes say the existing pipe below grade remains. Are the downspout pipes to be replaced or not?

Response: Sawcutting of existing sidewalk is for installation of (2) new boots and underground piping. The existing (3) downspouts are to be removed. See keynote 8 on AD101.

Question 8: The same drawing indicates downspouts are to be removed. Does this mean there will be all new downspouts?

Response: Existing (3) downspouts are to be replaced and (2) new downspouts are to be installed. See keynotes 6 and 8 on A101.

Question 9: Will the existing disconnect for RTU-1 and RTU-2 be reused?

Response: RTU-1 disconnect to be re-used. Provide new disconnect for RTU-2, per “Rooftop

Unit Schedule” Note 4 on M501. Note 6 on M101 should be modified to “Provide new disconnect, and reconnect control wiring, etc.”

Question 10: Will there be any temporary heat or air conditioning requirements when the rooftop units are removed?

Response: Any temporary requirements will be the responsibility of the awarded contractor.

See specification section: Temporary Facilities and Controls, Section 015000.

Drawing M001 General Notes: 12. Building systems shall remain in service unless indicated otherwise. Outages or interruptions shall be kept to a minimum duration.

Notify the owner 48 hours in advance of any outage or interruption. If temporary connections are necessary to assure this continuity of services, they shall be furnished by the contractor without additional charge to the owner and shall be removed when no longer needed.

Question 11: Will the existing roof hatch be replaced with a new one? The existing hatch is not OSHA compliant since there are no handrails to prevent a fall from an open hatch. We assume that there should be a new OSHA-compliant hatch.

Response: Provide new roof hatch per 07 72 00 and Keynote 4 on AD101 and A101.

Question 12: There is a mini-split condensing unit on an existing concrete pad. Must this be put out of service, removed, and replaced on top of the new roof? What material should the unit be placed on to prevent damage to the new roof?

Response: Mini-split will need to be disconnected and reconnected as required in coordination with new roof work, unless new roofing can work around existing unit pad.

Question 13: Do any outside air intake hoods or exhaust fans need to be replaced? It is not clear.

Response: Refer to Mechanical drawings. Equipment is shown as (E) for existing.

Question 14: There will need to be demolition and welding of new steel for the new roof curb. Does this work need to occur at night?

Response: Welding is not required for roof curbs. Refer to 07 72 00 – 2.01 for roof curb requirements.

Question 15: Are we replacing the metal roof with metal or with TPO?

Response: See Keynote 3 on AD101, Keynote 1 and Drawing 2 on A102.

Question 16: Please confirm this is prevailing wage.

Response: This solicitation is subject to prevailing wage, which is listed as a separate attachment labeled as Attachment P posted on eMaryland Marketplace Advantage (eMMA).

Question 17: We received the prevailing wage rates. Does the Government expect any increase to these rates within the next fiscal year? To what date is it valid?

Response: The MVA does not set the prevailing wage rates and cannot dictate whether there will be an expected increase. Please see the Maryland Department of Labor for further information regarding Prevailing Wage rates.

Question 18: Are there any Buy American requirements?
