About this file

This document is a Questions & Answers (Q&A) document for the Heritage Shores Nature Preserve Walkway and Dock Repair project, issued by the City of North Myrtle Beach, South Carolina. The document contains two specific questions and answers related to the marine construction project, focusing on the structural soundness of existing piles and construction methods for rebuilding damaged dock areas. The Q&A addresses bidder responsibilities regarding assessing pile integrity and confirms that the city expects contractors to rebuild damaged sections using specified side screws and matching the existing structure, without full replacement.

The document indicates that while the City of North Myrtle Beach has visually inspected the existing piles, the ultimate responsibility for determining structural soundness falls on the bidder. If the winning bidder discovers pilings are unfit during construction, they must immediately notify the city in writing, and city officials will determine the next steps. No engineer's report is required for bidding purposes, and bidders are advised to review structural plans, sections, and notes to understand loading capacities. The Q&A also clarifies that the project involves repairing hurricane-damaged wooden dock structures at the Heritage Shores Nature Preserve Walkway.

Q3 Question: Piles Structurally Sound

"However, it is the Bidder’s Responsibility to determine if the existing piles are structurally sound and capable of supporting the new structure discussed herein."

What constitutes the piles being structurally sound? Are you looking for an engineers report as to the structural soundness of the existing piles?

Answer: The referenced bid states:

“...The existing piles have been visually inspected by the City of NMB, and the piles should be structurally sound and capable of supporting the new structure pending further review by appropriate officials. However, it is the Bidder’s Responsibility to determine if the existing piles are structurally sound and capable of supporting the new structure discussed herein. If the bidder believes the existing piles are in need of replacement, repair, or otherwise, the bidder should include separate pricing within the bid...”

Please refer to the structural plans, sections, & notes to review the loading capacities. The City is not requiring an engineer's report for bidding purposes. If the winning bidder determines pilings are unfit once work begins, the winning bidder must immediately notify the City in writing, and City officials will determine how to proceed.

Q4 Question: plans & methods required

We would like to make sure that we are rebuilding the damaged area like the plans. Even though the older section is built a different way. Just making sure we are bidding on correct construction and materials.

An additional question would be will we be screwing decking through the top or side screws. It's stronger from the top.

Answer: Yes, the City only wants the winning bidder to rebuild the damaged areas and attached it to the existing structure. Replacement is not expected. Please use side screws as indicated in the plans.
