About this file
The document is a Questions & Answers (Q&A) file for Solicitation UU199414529, issued by the University of Utah Campus for Vinyl Graphics for the Marriot Library. The project involves removing existing vinyl graphics and installing new vinyl window graphics for the library's 175th Anniversary, with a target completion date of May 1, 2025. The installation will cover approximately 10 panels, including one full section measuring 20'11" wide by 26'9" high and seven panels with lettering, each approximately 14' by 14'. The graphics will use 3M self-adhesive vinyl perforated window material printed in full CMYK color process, allowing library occupants to see through the graphics. Installation will require a lift capable of reaching up to 60 feet and accommodating two people, with work to be completed during daytime hours when temperatures are above 50 degrees.
The project has specific technical requirements, including high-resolution PDF artwork with outlined fonts, a focus on matching the University's red color swatch, and no spot colors. The University will provide tax exemption and art files scaled to fit the window space. The bid should be all-inclusive, covering material production, lift rental, and installation labor. No on-site storage will be available, and vendors must bring and remove equipment daily. The current graphics have been in place for one year, and the university anticipates the new graphics may also remain for a similar duration. The installation is expected to take multiple days, with potential challenges including student access and specific window placement above light wells.

Q1 Question: Outdoor mesh vinyl
If available please can you share the manufacturer/model of the Outdoor mesh vinyl material please
Answer: 3M self-adhesive vinyl perforation material with printing on one side (4-color process). I believe the material used in past installs has been 3M IJ40 self-adhesive vinyl with perforations (but trying to confirm).

Q2 Question: Window Access
Please confirm any access restrictions to the glass panel
Answer: The glass panels are up at the second and third-story levels of the building, and below them are light wells that go down two stories below the ground (where materials can fall into). The roof also has an overhang that makes it impossible to repel off to install the graphics (also rood access is limited and not allowed unless absolutely needed). For these reasons, the only easy and safe way to access the panels from the plaza to the east is to use a large lift that can carry one to two people over the light wells to reach the glass surface).

Q3 Question: Bid price / Tax
Please confirm bid prices exclude any form of tax and that the contractor will be provided with a tax exemption certificate following award.
Answer: This job is being done for the U of U/state of Utah, so no state sales tax can be charged on the job. We do have a tax exemption certificate we can provide the vendor that is awarded the job.

Q4 Question: Non-Price Submittal
Please can you confirm that the non-price submittal consists of a response to 9.0 Vendor Quote
Acknowledgement and Company Information plus an answer to the question "The goal is to have this in place for commencement which begins 05/01/2025. We also understand that weather and temperatures can be a factor in an install like this, so know scheduling and final install are also dependent on those factors".
Answer: I have no idea what is being asked here. I looked at section 9 of the bid and it just looks like boiler-plate text that you sign after you’ve added all the info and want to complete the form.

Q5 Question: Correction to Q4
Please can you confirm that the non-price submittal consists of a response to 9.0 Vendor Quote
Acknowledgement and Company Information, Cost Table and "Please respond to the following:" -thanks.
Answer: I’m not sure of this question. All of the labor needs to be provided by the vendor that wins the job (no one on campus will be helping – other than coordinating access). There are no pre-bid quotes or anything right now to send, which is why we are getting bids. It concerns me that a vendor will use a third-party installer (if that is what this question is driving at).

Q6 Question: Budget / ILO
Please share any details of independent labor estimates, pre-bid quotes or budgetary information -thank.
Answer: Same as question 5 (see above).

Q7 Question: Onsite Storage
Can we store the kits at the University for our installation to collect?
Answer: There is no place to store materials or anything on the plaza (or in the library). Vendor will need to bring in and take out anything with them each day until the job is complete. The lift that is rented to do the install can stay on the plaza multiple days until job is done, but all other equipment/materials need to be taken in and out each day.

Q9 Question: Panel Configurations
Please can you elaborate on this requirement: "Ink: 4/0 – panels 2 and 3 may be a black and white photo so those sections would be 1/0 black Ideally this project would use the lift for both removal of current graphics and install of new ones to save money and time"
Answer: Please disregard this note about printing panels 2 and 3 as just one-color black. After talking to the designer, the image does have color in it (sepia-toned) so both of those panels will print as full
CMYK designs. This means that all 10 panels will print CMYK on the side facing the plaza.

Q10 Question: PMS Color Codes
Please can you elaborate on this requirement: "Ink: 4/0 – panels 2 and 3 may be a black and white photo so those sections would be 1/0 black Ideally this project would use the lift for both removal of current graphics and install of new ones to save money and time"
Answer: Same answer as #9 above.

Q11 Question: PMS Color Codes
Please confirm you will provide PMS Color Codes to avoid the need for color-matching?
Answer: Final press art will be saved for CMYK printing process. There will be no “spot” colors in the job. We do want all the red in the designs to match our U red swatch which we can provide to the vendor to color match that one color as close as possible.

Q13 Question: Five General Questions
1.For how long (how many years) have the existing graphics been in place?
2.By “mesh vinyl”, does the University of Utah Purchasing Department mean self-adhesive vinyl window perf (perforated window vinyl)?
3.Are the production dimensions provided in the Bid #UU199414529 IFB accurate, or does the U of U
Purchasing Department expect the vendor to measure for accuracy prior to production of the new prints?
4. Will the U of U Purchasing Department provide correctly sized/scaled, print-ready art files for the new productions?
5.Shall the completed cost table in the IFB include for lift equipment rental, or just for labor for removal and for production and labor for installation?
Answer: The current graphics have been on the library windows for one year. We don’t expect these new graphics to be up for more than that time-period (possibly will come down this fall). When we say
“mesh” vinyl, we do mean self-adhesive vinyl window perf material. The people inside the library need to be able to see out once the full panels are in place. The measurements on the bid should be accurate
(based on full wrap measurements for the 2020 debate graphics that were on the same windows) and vendor shouldn’t have to measure windows before bidding. Art files will be provided in the correct size/scale to fit the window space. The bid from each vendor should include costs to produce materials, rent lift, and pay installers to remove old graphics and install new ones. Bid should be all-inclusive to complete work requested.

Q14 Question: Product Preference
If the “mesh vinyl” product is indeed self-adhesive vinyl window perf (perforated window vinyl), does the
U of U Purchasing Department have a vinyl to perforations ratio preference?
Answer: Yes, the “mesh” product we want is self-adhesive vinyl window perf. Ratio of perf should be standard used (not sure of different options but same as most perf patterns used for this type of install).

Q15 Question: questions regarding project and installation
Does the installation need to be done before/after hours, or during business hours?
Is this a non-union project?
Is this a prevailaing wage project?
5) Do we need to have Contractor licesnse for the bidding process?
6) Are there any areas or parts of the installation where the installers could have challenges or restrictions?
7) How many phases for installation? All at the same time and trip ?
8) How many days for installation?
9) Equipment required ?
Answer: Work can be performed all day long (and even after hours if vendor wants to work that). The windows need to be a certain temperature (usually 50 degrees or higher) to remove and install the vinyl so most likely this will need to happen during the daytime (9 to 5). To save money, work should be done while lift is there as quickly as possible to keep lift rental costs to a minimum. There will also be students entering the library under one section of the install so will need to coordinate so access is still available on those sections. Install will likely take more than one day, so we envision removal of current graphics/cleaning windows would be one day, and then install of new graphics probably at least two days (but maybe three). A lift that can reach up to 60 feet and hold probably two people will be required to do the job (access to windows is only possible with a lift and there are light wells that drop down two stories below ground below all the windows).
