About this file

This is a Q&A Center Addendum document for RFP26006576 issued by the Rhode Island Department of Education (RIDE) regarding procurement of an early childhood formative and summative assessment system. The solicitation seeks an integrated platform to measure outcomes for approximately 2,840 children across a minimum of 150 classrooms in sixteen Rhode Island communities. The RFP opened on April 28, 2026, at 11:00 AM EDT with an initial closing date of May 27, 2026, at 11:00 AM EDT. Vendor questions were due by May 12, 2026, at 2:00 PM EDT. The contract is anticipated to begin in summer 2026 for an initial three-year term with options to renew for up to two additional 12-month periods. The system must include both formative and summative assessment capabilities with pre- and post-assessment administration, alignment to Rhode Island Early Learning and Development Standards, and integration with the RISES system via API connection using secure HTTPS or private network paths.

The addendum clarifies key technical and operational requirements through responses to vendor inquiries, including confirmation that vendors must submit one integrated solution combining both formative and summative assessments rather than separate components, that the system should include early childhood assessments rather than serve as a data repository, and that responses to scope of work requirements must be addressed in the technical proposal's Contractor Understanding of Issues section. Integration with RISES requires API-level connection for classroom-level aggregate data on completion rates and child growth on an annual cohort basis. Professional development training is estimated at ten hours for onboarding new users, though the addendum references revised specifications and cost proposal documentation for clarification on whether this represents total hours per term, annually, per cohort, or per site. The state does not require credit-bearing professional development as part of the solution, and vendors may provide district portal access in addition to aggregate state reports.

The instructions say the vendor name should appear on every page and pages should be sequentially numbered—does this apply to separately uploaded files

Does RISES functions primarily as a professional development registry? If so, how it is intended to be used in conjunction with the assessment system?

The RISES system is both a workforce and professional development registry as well as a program level monitoring system for childcare licensing and RI Pre-K. The system will be looking for classroom level aggregate data on completion rates and child growth on an annual classroom cohort basis.

Can you provide technical documentation to understand the technical integration expectation with RISES?

HTTPS — Secure, encrypted public-internet connection (TLS) using standard Salesforce

REST/SOAP APIs or HTTPS-based file transfer; suitable for most vendors and quickest to stand up.

Private connection — Dedicated, non-public network path (e.g., VPN tunnel, AWS

PrivateLink, or SFTP over a whitelisted private circuit) for vendors that require traffic to never traverse the open internet.
