About this file

This is a Question & Answer document issued by the Washington State Department of Enterprise Services (DES) regarding a competitive solicitation for light/medium duty transit buses on behalf of the Washington State Transit Bus Cooperative. The document provides official responses to six clarification questions submitted during the solicitation period and does not require any amendments to the original solicitation document. Key procedural clarifications include confirmation that bidders may submit only one compliant base model per category for cost scoring, with additional models permitted as optional line items in the price sheet; that all completed documents, including Exhibit A-2 FTA Certifications, must remain in their original Word format and not be converted to PDF; and that pricing and technical evaluation will proceed as originally specified without modification to the award structure.

The document addresses substantive technical and evaluation criteria questions, clarifying that the state will ensure fair and objective evaluation by applying minimum quality and specification standards defined in Exhibit B1, with higher-cost vehicles accommodable through additional options lines. The state confirmed it will not increase the fixed cap of four awardees per category and will gather information on bidder capacity, character, and performance through multiple mechanisms including previous contract performance, references, internet searches, and federal and state database reviews in accordance with RCW 39.26.190. Additionally, the document provides a technical clarification that "electrical-assisted steering" refers specifically to electric power steering (EPS) racks where steering assist is provided directly by an electric motor acting on the steering gear, not hydraulic systems with electric motors.

Question
Response
Did this change the solicitation?
1.
For medium/light duty transit buses - Whether bidders can submit multiple compliant base models per category for cost scoring in the bus solicitations? If only one base model is allowed per bidder, please confirm the intended method to include additional models.
No, bidders cannot submit more than one base model, but bidders may include additional models in Additional Options lines located at the bottom of the options tabs in Exhibit C2 -Price Sheet.
No
2.
Exhibit A-2 FTA Certifications – This is currently in a Word format however, once completed, would Washington State Department of Enterprise Services accept the completed document as a PDF?
No, please do not convert any documents to .pdf. See Section 3.1 Competitive Solicitation
Yes, the amended Solicitation Document has been posted
3.
Medium/light category - How does the state intend on ensuring responsive, responsible bidders with higher-cost, higher-benefit models are included in award if the bidder does not have a low-cost unit that would merit higher scoring for the heavily weighted cost analysis?
The state's standards define the minimum quality and specifications according to Exhibit B1, making the comparison fair and objective. Quality differences among bidders should be minimal if substantial compliance is certified in Exhibit B2. The state focuses on meeting specifications for fair and objective evaluations. Higher-cost vehicles can be included in Additional Options lines located at the bottom of the options tabs in Exhibit C2 -Price Sheet.
No
4.
How will information be formally gathered and assessed for information not derived from our bids, specifically 4.5 of the Competitive Solicitation:

0. Bidder’s ability, capacity, and skill to perform the Contract or provide the Goods/Services;

0. Bidder’s character, integrity, reputation, judgment, experience, and efficiency;

0. Bidder’s ability to perform the Contract within the time specified;

Under RCW 39.26.190 DES will consider these elements using a variety of mechanisms, such as previous contract performance, references, internet searches including federal and state databases, and compliance with the laws. DES will be looking for any information that conflicts with the state's standards and priorities.
No
5.
Will DES reconsider the fixed cap of four awardees per category, and either increase the amount of awardees, or eliminate the cap, to accommodate all products (low-cost and high-value/high-cost) from responsive/responsible bidders?
No, DES will not revise the number of awards, as the number was decided under careful consideration and in collaboration with the sourcing team.
No
6.
Specification: Electrical-assisted steering shall be provided. The steering gear shall be an integral type with the number and length of flexible lines minimized or eliminated. A loss of power to the bus shall not cause the driver to lose steering. The bus shall be able to be safely brought to a controlled stop.

What does “electrical-assisted” mean? Are you referring to an electric motor connected to a hydraulic pump that delivers pressurized oil to the steering gearbox, or to an electric power steering rack?

Electrical-assisted steering refers to an electric power steering (EPS) rack, where steering assist is provided directly by an electric motor acting on the steering gear.

No
