About this file

This document is the Price Sheet Instructions for a competitive solicitation issued by Enterprise Services on behalf of the Washington State Transit Bus Cooperative for light and medium duty transit buses. The solicitation encompasses multiple pricing worksheets that bidders must complete, including a base pricing sheet, options pricing sheets for each bus category, and a warranty pricing sheet. Bidders are required to provide pricing for the base model bus in their respective category along with the vehicle's make and model, delivery costs, parts discounts, volume discounts, and all applicable warranty information. The base price must reflect the standard bus configuration with all included standard options, while delivery costs are listed separately and may be structured as either a flat freight fee or a per-mile charge with an example calculation to Olympia, Washington for evaluation purposes.

The pricing structure allows bidders flexibility in presenting volume discounts, which apply to individual purchase orders from participants rather than aggregate orders across the cooperative. Bidders may offer flat fee discounts per bus or percentage discounts on entire orders and should clearly designate which discounts apply to each category. The parts list section permits bidders to provide rate percentages for parts, either as an overall discount across all manufacturers or as category-specific discounts for engine parts, systems, and particular manufacturers. The options pricing sheet requires bidders to designate each component as Standard (included in base price), Option (additional cost), Deduction (negative cost for removal), or Not Applicable (incompatible with the bus model). The warranty worksheet similarly requires designation of warranties as Standard (included in base price), Option (additional cost), or Extended (added cost above standard coverage), with bidders specifying coverage terms in years and miles, warranty source, and applicable exceptions.

PRICE SHEET INSTRUCTIONS

Navigating Sheets:

The price sheet is comprised of multiple worksheets detailing various pricing information relevant to the bid. Included in the pricing document are a base pricing sheet, options pricing sheets, and a warranty sheet as described below.

Base Price Sheet: Bidders complete the base pricing for the standard bus model in the respective category, along with other general cost information regarding the bid, including delivery costs, parts discounts, and volume discounts.

Options Price Sheet: The options pricing sheet is comprised of component category sections. Component category sections have individual options. The listed options in each component category section are not mandatory but are included as examples of the types of options that belong in that particular component section. Bidders may add additional options to any section, showing a range of options available on their transit buses.

Warranty Price Sheet: This is a pricing and information sheet listing all warranties in the purchase of the base model bus and other available warranties.

BASE PRICE SHEET

Base Seating Price: The bid price of the base model bus for the indicated category. The base model must have the base seating indicated in the base seating build column for the respective category.

The price of the standard bus should not include delivery cost, which must be listed separately in the delivery section.

The expected seating range column lists the minimum seating configuration range for the base model.

The approximate GVWR lists the expected range of GVWR for the models in the category.

This GVWR information is not a requirement and is provided as guidance on the expectations for models in each category.

This base model price includes all standard options and is the total purchase price of the base model bus for each respective category. In addition to the pricing, bidders should list the make and model of the base model where indicated.

Prompt Payment Discount and W/N X days: This section is for any prompt payment discount offered on the respective bus and the amount of in which payment must be received for Participants to receive the stated discount.

Delivery Cost: This section lists the bidder’s total delivery cost for a bus. Total delivery cost is determined by the delivery/freight charge and the one-way delivery cost. Delivery/freight charge is a flat fee for any delivery. One Way Delivery Cost (per mile) is the additional cost per mile for delivery of a bus from the production facility to the destination point listed in the Purchase Order for acceptance. Bidder may provide a delivery/freight flat fee and/or one-way delivery cost based on their preferred method of delivery. If bidder provides a one-way delivery cost, bidder should provide the example cost of delivery to Olympia, WA for evaluation purposes. The bidder must note any changes to the delivery method, for example, if there is a different one-way delivery cost for having the bus delivered via freight or driven to the delivery location.

Volume Discount: The volume discount table allows bidders to list any potential volume discounts available to purchasers under the Cooperative Purchasing Agreement. The volume discount table lists the number of buses in order and the discount available. Bidders may provide a flat fee discount per bus or a percentage discount on the entire order. The volume discounts in the table are based on individual purchase orders from Purchasers, not aggregate orders. Bidders may offer additional volume discounts to any Purchaser on their respective purchase orders other than those listed in the volume discount table. Bidders may indicate volume discounts as applicable for each category. Bidder shall clearly state which volume discounts apply to each category. It is assumed that any volume discount in the table applies to all categories that the bidder submits bids for in this pricing sheet.

Parts list: The parts list table allows bidders to list rates for parts available to Participants under the Cooperative Purchasing Agreement. Bidders may submit a rate % (the total of % discount and % markup) that covers all manufacturers/parts. Bidders may also separately list a general rate % of the list price for parts within general categories (for example, 5% discount on engine parts list). Bidders may offer specific parts rates for particular manufacturers within the systems/subsystems. Bidders should clearly indicate each discount and what parts are included in the discount, along with any exceptions to the discount. Bidders may also indicate the rate % for the most frequently used manufacturers.

Enterprise Services does not expect to receive a complete list of all manufacturers for parts lists. The price sheet should contain indications of expected pricing. Bidders may submit a separate sheet with parts list pricing if the pricing sheet proves ineffective to list all parts clearly.

It is assumed that any parts list rate % in the table applies to all categories that the bidder submits bids for in this pricing sheet. Bidder shall clearly state which parts list discounts apply to each category, if there are different parts list discounts available based on the category.

Options Pricing Sheet

The options pricing sheet lists all standard components and potential options for modification of the base bus model for each category. There is an option pricing sheet for each category.

Category: This column lists the general category for options to be added to the price list. The options provided in each category are indicators of options that belong in that category. Bidders may provide pricing for the options listed on the sheet or add options by the process described below.

Item #: This column is sequential numbering to delineate options within each individual option category. These numbers are used for reference in the evaluation stage. Bidders should not modify the numbering of listed options, other than to make additions for options that the bidder inserts into the price list.

Description: This column details a short description of the option, including relevant characteristics to determine the value of the option.

Specify (if applicable): Bidders may add more information to in the specify column to the description listed to provide further information on the option. This could include information on the manufacturer, model number, Designation: Each listing in the Options pricing sheet should have one of four designations: Standard, Option, Deduction, or Not Applicable. An entry indicated as Standard is one that is included in the base model of the bus offered in the bid. An option is a component that may be added to the standard bus model. Deduction is the removal of a standard component or a component with less cost than the standard component. Not Applicable is a component that is not applicable to the bidders' submitted bus mode. Not Applicable could include components that are outdated, no longer offered, or incompatible with the bus model that is offered in the bid. For example, an electric bus bid would indicate engine components as Not Applicable.

Price: The entry in the price column is based on the designation of the option. For a Standard option, the price column should state “Included” as this price is included in the price of the standard bus model in the base pricing sheet. For any entry designated as an Option, the column should list the total cost of that option. For any entry designated as a Deduction, the price column should indicate a negative amount signifying the cost of not including that item in the standard bus model. For any entry that is designated as Not Applicable, the price column should list “NA.” We understand that pricing for certain options is highly variable upon individual orders. Where the product is so specific that having a price is not feasible, bidders may list “quote” as the price. This indicates that an option is offered, but pricing is based on the individual configuration. Use your professional judgement to determine which options are best for the quote and actual pricing.

Additional options: This is the place where bidders can add any other options not listed above. These options will not count toward points

Warranties Worksheet

This sheet details the standard and extended warranties offered for transit buses in the bid.

Warranties: This column is the short description of the type and coverage of the applicable warranty. The type is assumed to be a warranty offered; it may also be an extended warranty, above that of the standard warranty offered. The warranties listed in the worksheet are the warranties noted in the warranty requirements section of the specification document.

Designation: This column lists the warranty designation type: Standard, Option, or Extended. A standard warranty is a warranty that is offered on the base model bus, and the price of which is incorporated into the standard base price. An Option warranty is a warranty offered for transit buses on the Cooperative Purchasing Agreement that is available to purchasers in addition to any standard warranty. Extended warranties are extensions of offered standard warranties.

Description: This column details a short description of the warranty, including relevant characteristics to determine the value of the warranty. Bidders may detail the extent of the warranty coverage, any exceptions, and the covered systems in this column.

Years/Miles: Bidders will list the warranty coverage in terms of years and miles in these columns. It is presumed that warranty coverage is based on the earlier of the listed years/miles. Bidders should note in the description whether the warranty coverage is determined by another metric.

Source: Bidders list the source of the warranty in this column. The source of the warranty may be from the bidder or passed through from the component manufacturer. Bidders should clearly list the origin of the listed warranty.

Price: The entry in the price column is based on the designation of the warranty. For a Standard Warranty, the price column should state “Included” as this price is included in the price of the standard bus model in the base pricing sheet. For any entry designated as an Option, the price column should list the total cost of that warranty. For any warranty listed as Extended, the price is the added cost of the extended warranty above the standard warranty.

Adding Additional Warranties: Bidders may add rows to the warranty worksheet to provide costs and information for additional warranties not listed in the warranties worksheet. Bidders should add sheet rows to the excel sheet below listed warranties where applicable. Bidders should list all similar warranties by coverage within the worksheet.

Example of additional warranty format:

Warranties are different for different sub-categories.

If offered warranties are different for the various categories that the bidder is including in their bid, the bidder should create separate warranty worksheets for each category. Bidders must clearly mark each separate category warranty worksheet with which categories the worksheet applies.
