About this file

This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT), District Five, addressing an Invitation to Negotiate (ITN) for appraisal, appraisal review, right-of-way cost estimates, right-of-way design support, and miscellaneous valuation support services under advertisement number DOT-ITN-27-5001-ROW. The solicitation seeks qualified vendors to serve Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Volusia Counties. Qualifications questionnaires and work product samples are due September 30, 2026, at 11:00 a.m. The Department intends to execute up to 20 contracts with responsive and responsible proposers. A public meeting to average scores is scheduled for October 20, 2026, at 11:00 a.m., with the Selection Committee meeting to determine intended award on October 26, 2026, at 8:30 a.m., with intended award posting by 2:00 p.m. that day. The anticipated contract term is five years from execution, with potential renewal for periods not to exceed three years or the original contract term, whichever is longer, subject to satisfactory performance and fund availability.

The Q&A document clarifies that firms holding existing District Five contracts under DOT-ITN-26-5001-ROW are not eligible to bid on this solicitation, while firms with prior contracts under DOT-ITN-22-5001-ROW may participate. A firm with an existing contract may designate a different qualified Appraiser of Record (AOR) and apply to this solicitation, and such responses must disclose the existing District Five contract number, the current AOR, and the proposed new AOR to ensure transparency. All vendors must hold current State Certified General Real Estate Appraiser licenses with a minimum of three years' eminent domain experience, maintain general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 each occurrence, and register in Florida's MyFloridaMarketPlace system. The contract utilizes federal funds and requires compliance with Appendix I Terms for Federal Aid Contracts, including nondiscrimination provisions and Buy America requirements.

Questions and Answers #1

ADVERTISEMENT NUMBER: DOT-ITN-27-5001-ROW

DESCRIPTION: District Five Appraisal, Appraisal Review, Right-of-way Cost Estimates, Right-of-way Design Support and Miscellaneous Valuation Support Services

DATE: 9/21/2026

1. QUESTION:

May an existing contracted firm under DOT-ITN-26-5001-ROW submit a separate response to this solicitation designating a different qualified individual as the proposed AOR, or is eligibility determined at the firm/vendor level such that only one contract may be held by a firm regardless of the designated AOR?

A firm with an existing contract can designate and or apply to this solicitation with a different AOR.

If permitted, should the response identify or otherwise disclose the firm's existing District Five contract and current AOR?

In an effort to be transparent, please provide the current contract and AOR for the current contract held and who the new AOR will be for this solicitation.
