About this file
This is a Questions and Answers document from the Florida Department of Transportation, District Five, addressing clarifications on ITN DOT-ITN-27-5001-ROW for appraisal, appraisal review, right-of-way cost estimates, right-of-way design support, and miscellaneous valuation support services. The Q&A clarifies submission requirements for the qualifications questionnaire and work product sample, which should be submitted as File Attachment 1 in the email proposal, with File Attachment 2 containing the completed Attachment B Price Proposal Billing Rates form. Qualifications questionnaires and work product samples are due no later than September 30, 2026, at 11:00 a.m. The Department anticipates executing up to 20 contracts with responsive and responsible proposers determined to provide the best value. A public meeting to average scores is scheduled for October 20, 2026, at 11:00 a.m., and the Selection Committee meeting to determine intended award is October 26, 2026, at 8:30 a.m., with intended award posted by 2:00 p.m. that day. The anticipated contract term is five years from execution, with potential renewal for periods not to exceed three years or the original contract term, whichever is longer, subject to satisfactory performance and fund availability.
The Q&A document confirms that Form No. 2 (E-Verify), Form No. 4 (Foreign Country of Concern Attestation), and Attachment C (Appraiser of Record) are all required to be completed and included in proposals. Vendors must hold current State Certified General Real Estate Appraiser licenses with a minimum of three years' eminent domain experience, and proposals must include hourly billing rates for all specified appraisal services. General liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 each occurrence, and property damage insurance of at least $200,000 each occurrence, is required. The Department is utilizing federal funds, requiring compliance with Appendix I Terms for Federal Aid Contracts, including nondiscrimination provisions, Buy America requirements, and compliance with the Clean Air Act and Federal Water Pollution Control Act. Vendors holding existing District Five contracts from DOT-ITN-22-5001-ROW are eligible to bid; those holding contracts from DOT-ITN-26-5001-ROW are not eligible.
