About this file
This is Addendum #1 to an Invitation to Negotiate issued by the Florida Department of Transportation, District Five, modifying the solicitation DOT-RFP-27-5001-ROW for appraisal, appraisal review, right-of-way cost estimates, right-of-way design support, and miscellaneous valuation support services. Qualifications questionnaires and work product samples are due September 30, 2026, at 11:00 a.m. The Department intends to execute up to 20 contracts with responsive and responsible proposers determined to provide the best value. The anticipated contract term is five years from execution, with potential renewal for periods not to exceed three years or the original contract term, whichever is longer, contingent upon satisfactory performance and fund availability. A public meeting to average scores is scheduled for October 20, 2026, at 11:00 a.m., followed by the Selection Committee meeting on October 26, 2026, at 8:30 a.m., with intended award posting by 2:00 p.m. that day.
The addendum specifies that vendors awarded contracts under the previous solicitation DOT-ITN-26-5001-ROW remain eligible for award under this new solicitation, provided that a different individual serves as the Appraiser of Record than under the prior contract. This represents a modification from the original eligibility criteria. Vendors must hold current Florida State Certified General Real Estate Appraiser licenses with a minimum of three years' eminent domain experience, and both primary and secondary Appraisers of Record must be Florida State Certified General Real Estate Appraisers. The service area encompasses Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Volusia Counties. General liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 each occurrence and property damage insurance of at least $200,000 each occurrence is required. The Department is utilizing federal funds, requiring compliance with applicable federal aid contract provisions, nondiscrimination requirements, Buy America provisions, and environmental compliance with the Clean Air Act and Federal Water Pollution Control Act. Vendors must be registered in Florida's MyFloridaMarketPlace system and, if out-of-state entities, must be authorized to do business in Florida.
