About this file

This is a Questions and Answers document for an intermediate procurement by Clackamas County, Oregon, for the supply and delivery of laboratory and calibration gases to the North Valley Complex located at 26755 SW 95th Avenue in Wilsonville, Oregon. The Q&A document addresses technical specifications and clarifications submitted by potential vendors prior to the May 22, 2025 proposal deadline. Key clarifications include confirmation that nitrogen liquid high purity specification is 99.998% purity (referenced as 4.8), nitrogen is the required balance gas for multiple line items including semiconductor-grade nitrogen at 99.9995% purity, research-grade nitrogen with slightly elevated hydrogen levels is acceptable as a substitute, and nitrogen serves as the balance gas for all OSHA calibration gas mixtures ranging from 34 to 116 liter bottles including ammonia through butane mixtures. The solicitation was posted on May 2, 2025, providing approximately three weeks for vendors to prepare responses.

The document reflects an active procurement process with vendor engagement through a formal Q&A process, indicating technical evaluation will be a component of vendor selection alongside pricing and references. Specific pricing information, contract value, set-aside designations, incumbent vendor details, and funding sources are not detailed in the Q&A document itself. Vendors are required to submit cost proposals, disclosure exemption affidavits, offeror information certifications, references, and responsibility inquiry responses as part of their bid submissions for contract number S-10700-00013696.

Q&A #1 – NVC Lab & Calibration Gases (Questions received prior to 5/20/25 at 10am)

1. Line 34 has two different purity specs, which one are you looking for 5.5 or 4.8?

Nitrogen Liquid, High Purity, 5.5, 99.998%

DAS Response: 99.998% (4.8)

2. Lines 58, 62, 63, 82, 86, 88, & 92, we need to know whether the balance gas is nitrogen or air.

Nitrogen Semiconductor, 5.5, 99.9995%

DAS Response: Nitrogen

3. For the above product the closest we have is our research grade, which is a little higher on H2. Our spec is attached, will that work?

DAS Response: Research grade should be fine (approved)

4. What is the balance gas for the calibration gases? I see the minor components but there is no listed balance gas (Nitrogen, Air, etc.). This is every item for OSHA from the Ammonia mixture to the final Butane mixture. All of the bottles are between 34-116Liters.

DAS Response: Nitrogen
