About this file

This is an attachment to a federal solicitation specifying equipment requirements for a small Unmanned Aircraft System (sUAS) Light Detection and Ranging (LiDAR) sensor package. The solicitation (FA805126Q4006) requires the procurement of one EchoOne sUAS-mounted LiDAR system or an equal alternative for the Department of the Air Force. The system must comply with FY 2020, FY 2023, and FY 2024 National Defense Authorization Act provisions and must be compatible with an existing DAF-owned FreeFly Astro sUAS through quick-connect mounting that includes all necessary mounts, adapters, and cabling.

The LiDAR system shall be delivered as a complete operational package including processing software with one perpetual license, GNSS/inertial post-processing capabilities, point-cloud generation tools, and 12 months of software maintenance. The system must produce survey-grade point clouds meeting 2cm vertical accuracy specifications and must be capable of resolving multiple returns per pulse (≥5 returns) to detect bare-earth ground returns beneath dense vegetation. The total payload weight must not exceed 1.7 kg. The reference brand-name processing software is PCMaster Pro, with equal alternatives required to provide functionally equivalent capabilities. The contractor must verify software compatibility with the specific LiDAR hardware and firmware configuration prior to delivery and provide the latest commercially available production release optimized for seamless integration. The delivery shall include all components necessary to perform survey missions with no additional procurement required.

FA805126Q4006 – Attachment 3

Qty 1: EchoOne small Unmanned Aircraft System (sUAS) Light Detection and Ranging (LiDAR) System “or equal”

Salient characteristics:

sUAS-Mounted LiDAR Sensor Package Shall:

1. Comply with Fiscal Year (FY) 2020 National Defense Authorization Act (NDAA) Section 848, FY2023 NDAA Section 817, and FY2024 NDAA Sections 1821-1833.

2. Include quick-connect mounting to a Blue UAS-approved sUAS containing all required mounts/adapters/cabling. The LiDAR will be used and must be compatible with an existing Department of the Air Force (DAF) owned FreeFly Astro sUAS.

3. Be delivered with all software, including one (1) each perpetual licenses, required to fully process raw sensor data into a finished, georeferenced, survey-grade point cloud meeting

— 2cm vertical accuracy — and include GNSS/inertial post-processing, point-cloud generation, and automation tools and include 12 months of software maintenance (software updates, upgrades, and security patches). All software necessary to produce the specified output shall be included. For the referenced brand-name product, processing software is PCMaster Pro; an 'equal' shall provide functionally equivalent processing software.

a. The Contractor shall deliver the software in its latest commercially available production release that is fully compatible with, and optimized for, the specific LiDAR system hardware and firmware configuration utilized under this effort. The Contractor shall verify compatibility prior to delivery to ensure seamless integration and avoid operational disruption.

4. Have a total payload weight ≤ 1.7 kg.

5. Be capable of resolving multiple returns per pulse sufficient to detect bare-earth ground returns beneath dense vegetation canopy (≥ 5 returns per pulse).

**The scanner shall be delivered as a complete, fully operational package (sensor, mounts, software, licenses, cabling, storage) requiring no additional procurement to perform survey missions**
