2. Best Value Evaluation. For this procurement, the Best Value determination will be made as Lowest Price Technically Acceptable (LPTA). The following factors will be used to evaluate offers: A) Price and B) Technical.

The Government intends to award to the contractor with the lowest price who meets the technical requirements of the RFQ. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless negotiations are deemed to be necessary. Negotiations may be held with all, some, or none of the offerors. The Government will sort proposals from lowest to highest based on the total evaluated price (TEP). Once the proposals are sorted by TEP the

technical evaluations will begin starting with the lowest priced proposal. Technical evaluations will continue until the Contracting Officer determines 1) that a sufficient number of proposals have been determined technically acceptable to establish price fair and reasonable based on adequate competition and 2) a significant number of proposals have been determined technically acceptable to reduce the risk to the Government if the Lowest Priced Technically Acceptable Offeror fails to perform IAW the contract specifications. Once the Contracting Officer determines the above criteria have been met, all further technical evaluations will cease. The following process will be followed:

A. Price. Adequate price competition is anticipated and may exist if two or more responsible Offerors, competing independently, submit priced offers that satisfy the Government’s expressed requirements. Therefore, the Offeror’s Total Evaluated Price (TEP) will be evaluated for price reasonableness. The TEP will be the only discriminator amongst Offerors for this factor. Price analysis shall be used to evaluate the price reasonableness of each Offeror’s TEP. The TEP will be based on the sum of the FFP quoted on the CLIN Structure Price Sheet (Attachment 3). If the CO determines that adequate price competition has not been obtained, or if only one quote is received, reasonableness shall be evaluated using other price analysis techniques IAW RFO FAR

12.204. See Attachment 2.

B. Technical. To be determined technically acceptable, any product offered must meet or exceed the minimum salient characteristics (see Attachment 3). These characteristics define the minimum requirements necessary to fulfill the government's intended use.

Products that fail to meet any of the salient characteristics listed in Attachment 3 will be considered technically unacceptable and will not be considered for award.
