About this file

This is an amendment to a federal solicitation (RFQ FA805126Q4006) issued by the Department of the Air Force for a sensor payload system compatible with a Freefly Astro Max unmanned aerial system. The amendment revises the quote response deadline from 26 August 2026 at 0800 Central Time to 27 August 2026 at 1200 Central Time, incorporates updated contract clauses (Attachment 1, Revised August 20, 2026) that remove DFARS clause 252.206-7000 (Domestic Source Restriction), and updates the salient characteristics (Attachment 3, Revision 1, dated August 24, 2026) based on vendor inquiries. The required delivery timeframe is no later than 6 weeks after receipt of order.

Key technical requirements include quick-connect mounting compatible with the Freefly Astro Max platform with all required mounts, adapters, and cabling, and a payload system not exceeding 1.7 kg total weight. Critical compliance requirement: both the sensor and platform must comply with National Defense Authorization Act (NDAA) requirements including Sections 848, 817, and 1821-1833, as well as Section 889 restrictions. The Government clarified that this is a new requirement with no incumbent contractor. All other terms and conditions from the original solicitation remain unchanged.

3. Incorporate Attachment 3 Salient Characteristics, Revision 1, dated August 24, 2026 for changes detailed in the Question and Answers. This revised Attachment 3 replaces the previous attachment in its entirety.

4. Quote response time is revised from: 26 August 2026 at 0800 Central Time to: 27 August 2026 at 1200 Central Time.

All other terms and conditions remain unchanged.

Question and Answers:

Q1. No delivery date, number of days after award, or delivery milestone appears in the RFQ or in Attachments 1, 3, or 4. What delivery timeframe is required?

A1. Delivery is required no later than 6 weeks after receipt of order. Delivery date has been added to the

Q2. Attachment 3 item 2 requires quick-connect mounting compatible with an existing Department of the Air Force owned FreeFly Astro sUAS, including all required mounts, adapters, and cabling. Freefly has fielded three Astro generations with materially different lift capacity: the legacy Astro is limited to 1,500 g of payload, while Astro Max carries 3,000

g. Because Attachment 3 item 4 permits a total payload weight up to 1.7 kg, a fully compliant sensor package would exceed the capacity of a legacy Astro airframe. Would the Government confirm which Astro generation the Government-owned aircraft is, and which payload mount is currently installed on it — the Astro Isolator, the Smart Dovetail receiver, or the Integrator Vibration Isolator — so that the correct adapter and cabling set is furnished on first delivery and the payload weight is achievable on the host aircraft?

A2. The system will be mounted on a Freefly Astro Max.

Q3. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

A3. This is a new requirement.

Q4. The key question for this RFQ is whether the NDAA and Section 889 requirements in Sections 848, 817, and 1821-1833 apply to the sensor payload or only to the aircraft.

EchoOne's own spec sheet states compliance with FY2020 NDAA Section 848 and FY2023 NDAA Section 817, which is why this distinction matters for the or-equal response. ROCK's LiDAR sensor is manufactured in China through one of our supply partners, and we don't carry written manufacturer NDAA or Section 889 certification for the payload itself. If payload-level certification is required, ROCK can't meet that requirement for this line item.

A4. Both the sensor and the platform must be compliant with the NDAA.
