About this file
This is a procurement attachment specifying the technical requirements for a small Unmanned Aircraft System (sUAS) Light Detection and Ranging (LiDAR) system under Air Force contract FA805126Q4006, Amendment 01, effective August 24, 2026. The solicitation calls for one EchoOne sUAS-mounted LiDAR system or an equivalent product with a delivery schedule of six weeks after receipt of order.
The LiDAR system must comply with FY2020 NDAA Section 848, FY2023 NDAA Section 817, and FY2024 NDAA Sections 1821-1833. The system shall include quick-connect mounting compatible with an existing Department of the Air Force FreeFly Astro Max sUAS, with all required mounts, adapters, and cabling. The total payload weight must not exceed 1.7 kg. The system must be capable of resolving five or more returns per pulse to detect bare-earth ground returns beneath dense vegetation canopy and achieve 2-centimeter vertical accuracy. Delivery includes all necessary software with one perpetual license for full processing of raw sensor data into georeferenced, survey-grade point clouds, including GNSS/inertial post-processing, point-cloud generation, and automation tools. The software must be provided in its latest commercially available production release optimized for the specific LiDAR hardware configuration, with 12 months of maintenance included. The contractor must deliver a complete, fully operational package (sensor, mounts, software, licenses, cabling, and storage) requiring no additional procurement to perform survey missions.

FA805126Q4006 – Attachment 3 - Amend 01 - August 24, 2026
Qty 1: EchoOne small Unmanned Aircraft System (sUAS) Light Detection and Ranging (LiDAR) System “or equal”
Delivery Date: 6 weeks After Receipt of Order (ARO)
Salient characteristics:
sUAS-Mounted LiDAR Sensor Package Shall:
1. Comply with Fiscal Year (FY) 2020 National Defense Authorization Act (NDAA) Section 848, FY2023 NDAA Section 817, and FY2024 NDAA Sections 1821-1833.
2. Include quick-connect mounting to a Blue UAS-approved sUAS containing all required mounts/adapters/cabling. The LiDAR will be used and must be compatible with an existing Department of the Air Force (DAF) owned FreeFly Astro Max sUAS.
3. Be delivered with all software, including one (1) each perpetual licenses, required to fully process raw sensor data into a finished, georeferenced, survey-grade point cloud meeting
— 2cm vertical accuracy — and include GNSS/inertial post-processing, point-cloud generation, and automation tools and include 12 months of software maintenance (software updates, upgrades, and security patches). All software necessary to produce the specified output shall be included. For the referenced brand-name product, processing software is PCMaster Pro; an 'equal' shall provide functionally equivalent processing software.
a. The Contractor shall deliver the software in its latest commercially available production release that is fully compatible with, and optimized for, the specific LiDAR system hardware and firmware configuration utilized under this effort. The Contractor shall verify compatibility prior to delivery to ensure seamless integration and avoid operational disruption.
4. Have a total payload weight ≤ 1.7 kg.
5. Be capable of resolving multiple returns per pulse sufficient to detect bare-earth ground returns beneath dense vegetation canopy (≥ 5 returns per pulse).
**The scanner shall be delivered as a complete, fully operational package (sensor, mounts, software, licenses, cabling, storage) requiring no additional procurement to perform survey missions**
