About this file
This document is a Questions and Answers (Q&A No. 6) memorandum issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) regarding RFP No. AE141998 for CEQA/NEPA Environmental Compliance Services. The RFP solicits proposals for environmental compliance services across LACMTA sites, encompassing CEQA and NEPA analysis, environmental assessments, permitting assistance, field monitoring, and technical support including preparation of Initial Studies, Environmental Impact Reports, Negative Declarations, and Categorical Exclusions, as well as biological, cultural, geological, noise, air quality, stormwater, hazardous materials, and sustainability compliance evaluations. The contractor must maintain qualified personnel across multiple environmental disciplines, including a Program Director with 15 years of experience or equivalent, Project Managers, Quality Assurance Managers, and specialized environmental specialists. Services are delivered through individual Task Orders issued at LACMTA's sole discretion with no minimum work volume guarantee. The base contract duration is five years with no renewal options. The pre-proposal conference was held on June 29, 2026, with a proposal due date of August 19, 2026, and this Q&A document was issued on August 28, 2026.
This federally funded contract includes mandatory Small Business Enterprise (SBE) and Disabled Veteran Business Enterprise (DVBE) participation goals totaling 33 percent (30 percent SBE and 3 percent DVBE), with full attainment required for award eligibility; good faith efforts alone do not satisfy unmet goals. The contract is cost reimbursable plus fixed fee and subject to prevailing wage requirements and federal compliance certifications. Key clarifications in Q&A No. 6 address indirect cost rate requirements for SBEs/DVBEs, confirming that contractors must submit overhead rates in accordance with FAR Part 31 and contract specifications, with Metro accepting CPA-audited indirect rates or cognizant audits performed in accordance with FAR Part 31, while noting Metro does not currently offer a safe harbor or similar program for indirect rates. Additionally, the RFP permits 23 or more years of experience to be considered equivalent to a Master's degree for the Program Director/Principal role. All Q&A responses are stated to be for informational purposes only and non-binding; only formal written amendments revise the solicitation documents.
