About this file
This is a Quality Assurance document (Q&A Round 5) for a Request for Proposal issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) environmental compliance services. The RFP solicits comprehensive environmental compliance services across LACMTA sites, including preparation of Initial Studies, Environmental Impact Reports, Negative Declarations, and Categorical Exclusions, along with biological and cultural resource assessments, geological evaluations, noise and air quality analysis, stormwater management, hazardous materials evaluation, and sustainability compliance review. Services are delivered through individual Task Orders issued at LACMTA's sole discretion with no guaranteed minimum work volume. The pre-proposal conference was held on June 29, 2026, with questions due August 5, 2026, and proposals due August 19, 2026. The base contract duration is five years with no renewal options. LACMTA requires qualified staff across multiple environmental disciplines, including a Program Director with 15 years of experience, Project Managers, Quality Assurance Managers, Principal Environmental Specialists, Biologists, Archaeologists, Paleontologists, and supporting technical staff, all meeting specified education and credentialing requirements.
This is a federally funded contract with mandatory Small Business Enterprise (SBE) and Disadvantaged Veterans Business Enterprise (DVBE) participation goals of 33 percent total (30 percent SBE and 3 percent DVBE), which proposers must meet or exceed for award eligibility; good faith efforts are not accepted if goals are unmet. The contract is cost reimbursable plus fixed fee and subject to prevailing wage requirements and federal compliance certifications. Evaluation criteria allocate 30 points to prime contractor experience and capabilities, 25 points to team and subcontractor experience, 20 points to personnel skills and experience, 20 points to project management approach, and 5 points to community benefits and workforce development initiatives. Administrative pass/fail requirements include three completed performance questionnaires (at least two from projects within the past five years), current project validation, and LACMTA Pre-Qualification applications for prime contractors and first-tier subcontractors with subcontract values of $500,000 or more. Proposers must establish a Contracting Outreach and Mentoring Plan mentoring a minimum of three small business firms and hosting at least one outreach event with the small business community at least 30 days prior to the proposal due date.
