About this file

This is a Questions and Answers document issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) on July 10, 2026, addressing inquiries from potential proposers regarding RFP No. AE141998 for CEQA/NEPA Environmental Compliance Services. The RFP seeks a single prime contractor to provide environmental compliance services across LACMTA sites, including CEQA and NEPA document preparation, environmental monitoring, permitting assistance, biological and cultural resource assessments, and technical support. Services are delivered through individual Task Orders issued at LACMTA's sole discretion, with no guaranteed minimum work volume. The contract has a five-year term with no renewal options, and proposals were due August 19, 2026, with a pre-proposal conference held on June 29, 2026. The solicitation is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a current Not-To-Exceed budget of $30,000,000 over the five-year term, with anticipated work distribution of approximately 80 percent environmental compliance monitoring versus 20 percent document preparation.

Key administrative requirements include mandatory SBE/DVBE participation goals of 33 percent total (30 percent SBE and 3 percent DVBE), with pre-qualification applications required for prime contractors and first-tier subcontractors with subcontract values exceeding $500,000. The contract is cost reimbursable plus fixed fee and subject to Federal Davis-Bacon and California prevailing wage requirements applicable only to Task Orders or portions thereof involving work subject to applicable prevailing wage laws and classifications. Proposers must submit standard professional billing rates with prevailing wages applied at the Task Order level when required, and certified payroll reporting through LCP Tracker is required only for Task Orders involving prevailing wage work. The contractor must maintain qualified personnel across multiple environmental disciplines, including a Program Director with 15 years of experience, and establish a Contracting Outreach and Mentoring Plan mentoring a minimum of three small business firms. Remote work is permitted for document preparation and project management activities, and supporting staff may be adjusted based on workload, performance, and availability, though consistency in the prime's main contract manager is preferable.

preparation, GIS analysis, and project management are not themselves subject to prevailing wage requirements. However, field activities that fall within covered labor classifications (for example, certain surveying, testing, or similar construction-related work) may be subject to Federal Davis-Bacon and/or California prevailing wage requirements, as applicable. If there is any uncertainty regarding whether specific work is covered, contractors should consult the California Department of Industrial Relations' Prevailing Wage Unit at 415-703-4774 regarding California prevailing wage requirements.

Federal Davis-Bacon and California prevailing wage requirements apply only to work that is subject to the applicable prevailing wage laws and classifications. Environmental compliance monitoring services are not categorically subject to prevailing wage requirements. Applicability depends on the nature of the work performed, the applicable labor classification, and the specific project circumstances. If monitoring activities include work that falls within a covered prevailing wage classification, prevailing wage requirements may apply. Contractors are responsible for determining the

For professional environmental staff such as Project Managers, Environmental Planners, CEQA/NEPA Specialists, Biologists, Archaeologists, Paleontologists, GIS Specialists, Air Quality Specialists, and Environmental Scientists, should proposers use their normal professional billing rates, or should prevailing wage classifications be used when these staff perform field assignments?

California prevailing wage classification, the applicable prevailing wage requirements shall apply to that work. For work subject to prevailing wage requirements, proposers may use their normal billing rates provided those rates meet or exceed the applicable prevailing wage requirements, including wages and any required employer-paid benefits, as required by law. The pre-bid labor compliance guidance states that the prime contractor will complete DOL Conformance Requests for classifications not covered under Davis-Bacon.
