About this file

This is an evaluation criteria document for a Request for Proposal (RFP) issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for CEQA/NEPA and Environmental Compliance Services. The RFP seeks qualified firms to provide professional services related to California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance, as well as environmental compliance execution on major transit capital projects, small capital projects, and facilities improvements. The evaluation process utilizes a 100-point scoring system across multiple criteria categories. No specific response dates, due dates, site visits, bidder conferences, award dates, or contract term information is provided in this evaluation criteria document.

The evaluation framework allocates 30 points to the experience and capabilities of the prime contractor, 25 points to the experience of the proposer's team and subcontractors, 20 points to personnel skills and experience, and 20 points to the project management approach, which includes understanding of LACMTA's objectives and demonstration of collaboration, quality control, resource allocation, and scalability. An additional 5 points are allocated to community benefits and workforce development initiatives, including inclusive workplace culture and stakeholder relationship strategies. Administrative factors are evaluated on a pass/fail basis and require submission of three completed performance questionnaires (with at least two from projects completed within the past five years), current project validation, and LACMTA Pre-Qualification applications for prime contractors and first-tier subcontractors with subcontract values of $500,000 or more.
